2017 Municipal Rideshare Fund Report

Below, you can discover how each community spent their share of the per-ride assessment funds collected for rides taken in 2017.

Overview

Per statute, the Transportation Network Company (TNC) Division of the Department of Public Utilities must collect a $0.20 per-ride assessment on all TNC rides originating in the Commonwealth.  In 2017, there were approximately 64.8 million rideshare trips started in Massachusetts which resulted in a $12.8 million assessment from TNCs. Half of this amount was distributed to MassDevelopment and the Commonwealth's Transportation Fund while the other half was distributed to Massachusetts cities and towns based on the amount of rides started in each community.

These funds will be used to advance a number of key projects identified in Go Boston 2030, the City’s long term mobility plan. Together, the funds will help us achieve three strategic goals:

  2. Expand Access to Quality Transportation Choices
  3. Improve the Reliability of our Transportation Network
Cambridge

Based on the requirements of Chapter 187, City staff discussed options for expending these funds, and determined that we would use the entire amount to fund a portion of the costs of the Inman Square Intersection Improvements Project, an approximately $7 million safety and mobility improvement that the City has planned and designed over the last three years. This project is consistent with the City's Vision Zero and Complete Streets policies, both of which were unanimously adopted by the Cambridge City Council on March 21, 2016.

Salem

Following public voting through a participatory budgeting initiative (www.salem.com/shift) Salem residents approved funding the installation of in-ground or similar types of lighting at busy downtown crosswalks and enhanced lighting for certain downtown walkways and sidewalks. These projects, consistent with the City's complete streets policy, will help encourage more pedestrian activity to get to and through Salem's walkable downtown.

Acton

Acton's Human Services department heads will work together to develop a rideshare subsidy program for the Acton residents they regularly interact with. Together they will develop a rider eligibility and trip subsidy amount based on identified economic and transportation needs.

Brookline

Purchase of In-Street Pedestrian in Crosswalk signs to promote pedestrian in crosswalk safety; Distracted Driver and Yield to Pedestrian in Crosswalk educational and enforcement campaign; Corey Hill Park Safety Improvement Plan for Summit Avenue including installation of raised crosswalks, pavement markings, signage; and Baker School Safe Routes to School Improvements installing Rectangular Rapid Flash Beacons (RRFBs), pavements markings, and signage on Newton Street and Lee Street.
