Acquire or Replace a State Vehicle

The acquisition and replacement of Massachusetts state vehicles.

Overview 

OVM-managed vehicles should be replaced at pre-determined intervals. Replacing vehicles can significantly reduce carbon emissions, optimize utilization, and enhance overall safety within your fleet. When certain criteria are met or exceeded, including age, mileage, depreciation, repair thresholds, and/or compliance metrics, OVM may direct vehicle replacement to ensure the efficient operation of the State Fleet. 

How to Acquire or Replace a Sate Vehicle

  1. Agencies interested in purchasing a new vehicle must fully review the acquisition process document.
  2. After reviewing the acquisition process document, agencies must submit a request to OVM using the Vehicle Request Workbook.
  3. Once OVM has approved a vehicle request, direct purchases must be made through COMMBUYS, the Commonwealth's online procurement platform. The VEH110 Contract User Guide provides details to help buyers order vehicles in COMMBUYS.

All contract-specific documents, including the Master Vehicle List, may be found on COMMBUYS. All vehicle requests must be reviewed and approved by OVM in accordance with all applicable policies, including the EV First Acquisition Policy.

Applicability/Eligibility

Executive Branch Level III Entities (as defined by the Comptroller's Office) and Eligible Entities that have "opted-in" to use OVM services must adhere to OVM's policies for purchasing or replacing state vehicles. 

Approval of vehicle requests by OVM is not required for non-Executive Branch Level III Agencies, municipalities, independent authorities, or other eligible entities that have not "opted-in" to use OVM services.
