Getting Started
Identify Data Sources
Identify all necessary data sources (such as municipal staff, delivered fuel suppliers and municipal light plants if applicable) and send out requests for the required information. For Annual Reports, we request information regarding municipal energy use (including delivered fuels, metered fuels, and behind-the-meter solar), planned or implemented energy conservation measures, confirmation of municipal vehicles reported by the RMV, and Stretch Code enforcement. We recommend setting an early October deadline for all data submissions with your requests.

Request new MEI User accounts
Authorize a new user, revoke permission of old users, or adjust access to current users using this letter template and sending it to your regional coordinator.
Managing Energy Accounts and Data
Confirm Account Numbers & Formatting
- Make sure your electric and gas account numbers are formatted just as your utility provider has them in their digital systems, including any hyphens or leading zeros they include. Click here for more information
- To add a new account, navigate from "Organize data" to the particular facility or department's "Accounts" tab to directly add a new account. Click here for more information
- Please note that new accounts may take up to 45 days for data to populate from investor owned utilities. Please check the "Utility Data Updates" table on the MEI home page to see when your utility last sent data.
- If an account has been closed or no longer belongs to you, please go to the Account's Info tab (Organize Data > Facility > Account > Info) to toggle no or uncheck the "Active" status. We strongly encourage making accounts inactive instead of trying to delete or reject accounts in order to maintain historic information. Click here for more information
Confirm Account Assignments
- Under Reports, you can use the "Data Loaded" Table or "Category View" Table to check for gaps or unassigned accounts.
- Be sure to check accounts that may require manual data input such as Vehicle and Delivered Fuels.
- To Move Un- or Mis-assigned accounts, either drag and drop an account within "Organize data" Tree view OR click the "Assign/Reassign" tab in the Account's Detail page to select the new facility or department. Click here for more information
Enter Building Stock Changes
- Review the "Organization View" table under Reports to see what buildings are reported in MEI.
- For specific ways to document Replacements, Consolidations, Demolitions, or Additions to an Existing Building, click here for more information.
Enter Energy Conservation Measures (ECMs)
- Under Reports, you can use the "ECMs" Dashboard to see what projects have been entered, their last known status, dates, costs and projected savings.
- To update an ECM from the Dashboard, click on the Intervention name in the bottom table to navigate to the node page. There, you can click on the ECM and update, correct or fill in any information needed.
- To add a new ECM, navigate to the relevant Department, Complex or Facility on your Organize Data Tree & select the "ECM" Tab. There, you can click the "Add New ECM" button on the left-hand side and fill out the necessary information.
- Once Annual Reports are open on MEI, you may add or edit ECMs directly into the ECM table for the report before submitting.
