Charitable Plates Program

Under Chapter 90 § 2F of the Massachusetts General Laws, eligible charitable organizations and causes can benefit from the issuance of a special plate series.

Overview

The Registry of Motor Vehicles (RMV) allows charitable organizations to create a new specialty license plate that, upon approval, will be available for residents of Massachusetts to request for their vehicle(s).  Once you have been approved to proceed with the special plate, the program will allow you access to the eServices Portal to gather all potential plate owners to fulfill the plate requirement.

Who can participate in the Charitable Plates Program?

Non-profit charitable organizations that have been approved for a charitable plate.

Is there a fee to participate in the program?

There is no fee to participate in the Charitable Plates Program.   

How do I access the Program?

You will access the program via the RMV's eServices web-based portal. You must designate at least one eService Administrator for your Charitable Plates account. The eService Administrator will maintain access for your End Users.

What documentation is required to participate in the Charitable Plates Program?

Documents are retrieved, stored, and sent to the RMV via the RMV’s Community Portal.  You will need to sign up for access.  

  1. Register for access to the RMV's Community Portal as a New Business Partner.  
    • If you are an existing business partner Log into the Community Portal. If you do not know your Log In information, send an email to RMVBusinessPartners@dot.state.ma.us and request a Community Portal log in. Skip to step 3.
  2. Once your registration is approved, you will receive an email with your Community Portal log in credentials. This may take up to 5-7 business days. 
  3. Log into the RMV's Community Portal to complete the process of becoming an RMV Business Partner for the program(s) you have selected.

The following documents are required to be completed in the RMV's Community Portal: 

eServices Administrator Access Form for Invoice and Vehicles Only

  • This form is used to identify who your eServices Administrator(s) will be for the program and reactive the user, if needed. This form is not needed to create all your end users, only the eServices Administrator.
