DPU 25-200: DPU Investigation on Investor-Owned Gas and Electric Delivery Charges and Bill Redesign

Summary

On December 15, 2025, the Department of Public Utilities (DPU) opened an investigation to comprehensively review all delivery charges on electric and gas utility bills. The investigation will examine the causes of bill volatility and promote a greater understanding of rates for customers to take greater control over their energy bills. 

This investigation is docketed as #25-200

The investigation will explore ways to contain energy costs that fall under the DPU’s jurisdiction. As part of the investigation, the DPU will evaluate the current structure of certain delivery charges to then consider what improvements can be made to further protect ratepayers, such as the consolidation or redesign of these charges, and whether to potentially establish maximum limits for monthly increases for some of these specific charges.   

The DPU intends to conduct this investigation expeditiously. 

Electric and Gas investor-owned utility companies have been requested to each submit a report to the DPU by February 13, 2026. 

In this investigation, the DPU’s staff will review all written testimony, detailed cost data, and public comments. The DPU’s staff will hold technical sessions for this proceeding which will be posted below once available. 

How to Comment

The DPU is seeking comments from the public by March 31, 2026. Interested stakeholders are welcome to provide input related to the DPU’s questions listed on page 18 of the opening order.

All comments should be submitted to the Department in electronic format by e-mail attachment to dpu.efiling@mass.gov and stephanie.mealey@mass.gov.

The text of the e-mail must specify:

  • The docket number of the proceeding (D.P.U. 25-200);
  • The name of the person or entity submitting the filing; and
  • That the document is a written comment.

The electronic filing should also include the name, title, and telephone number of a person to contact in the event of questions about the filing. All documents submitted will be posted to the DPU's File Room.
