EOTSS Engagement Office

The Assistant Secretary and Chief Engagement Officer (CEO) is responsible for the content and user experience on Mass.gov and offers a host of other professional services to our state and local government partners.

Overview

These services include video production, data visualization, strategy consulting, and cybersecurity training. The Engagement Portfolio also includes the state’s GIS Office and the Interoperable Communications Bureau. Led by the Chief Digital Officer and the Chief Data Officer, the Digital and Data Services Teams have responsibility for overall strategy and management of the Mass.gov environment, while also providing leadership and direction to agencies in the delivery of digital services to our residents, visitors, and businesses. The Data Office more specifically establishes data standards and assists with data analysis, visualization, and business intelligence efforts.    

The Director of Strategy Management leads the Office of Strategy Management, a business engagement team offering agencies expertise in planning and performance management, project management, business strategy, and research and analysis. They seek to increase the efficiency and responsiveness of state agencies by improving service delivery and adopting new technology-enabled business solutions.

Data Office

The Chief Data Officer (CDO) for the Commonwealth oversees the EOTSS Data Office and is responsible for developing and governing the enterprise data and information strategy and facilitating data sharing amongst state agencies and the public. The CDO develops and maintains data procedures and policies, seeks to improve and streamline data systems within the organization, and drives innovation in the area of enterprise-wide data and analytics. The Data Office recently published the Massachusetts Data Hub, a new tool that connects visitors to data and reports published by Massachusetts state agencies.

Massachusetts Digital Service

Mass Digital partners with organizations across state government to transform how residents, visitors, businesses, and government agencies interact with the Commonwealth. It uses the best technology, design, and data to make every interaction with Massachusetts government simpler, faster, and more meaningful. Mass Digital helps agencies throughout the entire digital project life cycle, offering services that include content design and writing, video and multimedia, web analytics, and web design. 

Mapping Tools and MassGIS

Bureau of Geographic Information Services (MassGIS) is the state's one-stop-shop for interactive maps and associated descriptive information. The team coordinates GIS activities in state and local government and sets GIS data standards. MassGIS supports emergency response, real-estate research, environmental planning and management, transportation planning, economic development, and engineering services. 

Office of Strategy Management

The Office of Strategy Management partners with secretariats, agencies, and departments across the Commonwealth to empower government employees with the right technology, systems, and processes to provide modern constituent services.

Interoperable Communications Bureau

The Interoperable Communications Bureau provides infrastructure planning project management, grant administration and support to promote interoperable communications amongst first responders, public safety, public health, and other government services across a growing spectrum of communications platforms to include the statewide public safety radio network and public safety wireless broadband network(s).

Office of Municipal and School Technology

The Office Of Municipal and School Technology supports local government efforts to effectively serve their residents, students, and employees through the use of technology. It serves cities, towns, and school districts across the Commonwealth by providing technical assistance to position communities for successful technology initiatives, promoting state resources that can improve local government operations, and administering and providing information about available IT and security grant opportunities.
