FY28 EOI Process
Submitting an EOI allows applicants to provide a summary of their project idea and receive early feedback from relevant grant program staff before the formal application period begins in early 2027. This initial step is completed through a simple online form which will be open from September 8 until October 16 at 11:59 PM ET. This year, potential applicants can submit up to 2 EOIs (the equivalent of 2 project ideas), with the exception of Regional Planning Agencies, which are permitted to submit up to 4 EOIs.
Please note that due to EEA’s capacity and out of fairness to other potential applicants, we may not be able to provide feedback on project ideas that come to us after the EOI deadline.
The EOI form is NOT a grant application. Submission of this form does not guarantee consideration or award for any of the ECO One Stop grants. Interested applicants will have to submit a formal application through the EEA's Grant Management System once the ECO One Stop application period begins (expected early 2027). Responses from this EOI will be reviewed by EEA staff and this information will be used to provide feedback to respondents who indicate a desire to be contacted. Positive feedback during the EOI stage does not guarantee that a project will ultimately be funded in the formal application round.
EOI Process Informational Webinar
To help everyone understand how the ECO One Stop EOI process will work, EEA will be hosting a webinar that we encourage you and your partners to attend. The webinar will be recorded and posted to the ECO One Stop webpage.
The webinar will take place Tuesday, September 15th, 11am-12pm. You must register to attend.
Webinars for Specific Project Types
In addition to EOI feedback calls, we will be hosting a set of webinars between October and November 2026, each focused on a popular ECO One Stop Project type. These webinars will provide project-type specific guidance for potential applicants, and will cover the following project types:
- Land Use Planning: Tuesday, October 27th, 12pm-1pm - Register
- Stormwater Management: Tuesday, November 3rd, 12pm-1pm - Register
- Culvert/Small Bridge Upgrade or Removal: Tuesday, November 10th, 12pm-1pm - Register
- Dam/Levee Repair, Upgrade, or Removal: Tuesday, November 17, 12pm-1pm - Register
Recordings will be made available once the webinar has taken place.
