Massachusetts Trial Court interpreters Public Release Roster (PRR) introduction

Pursuant to G.L. c. 221C, § 7(e)(2) the Office of Language Access (“OLA”) hereby publishes the Massachusetts Trial Court Interpreters, Public Release Roster (“PRR”) to the several departments and divisions of the Trial Court.

PRR introduction

Per 2.13 of the OLA Standards and Procedures of 2021, “Federally Certified Court Interpreter is a Certified Interpreter who has passed the Federal Court Interpreter Certification Examination and is Federally Certified to interpret in the federal courts by the United States District Court for the District of Massachusetts;” they are identified in the Public Release Roster as Federally Certified, consistent with G.L. c. 221C, § 1. [Proposed changes to the 2021 Standards and Procedures were posted in the Massachusetts Register pursuant to G.L. c. 221C, § 7(d), on January 5, 2024]

Per 2.36 of the OLA Standards and Procedures (2021), “Staff Interpreter is a Trial Court employee who provides interpretation and translation services to Limited English Proficient (LEP) individuals involved in court events;” they are identified in the Staff Interpreters (Trial Court employees) table.

Per 5.07 of the OLA Standards and Procedures, there are three (3) categories of per diem court interpreters; the credentialing requirements for each are summarized on this page.

OLA Proficient Court Interpreter I

A per diem court interpreter who has:

1. Successfully completed the screening process;
2. Successfully completed the Mandatory Orientation and Training Program;
3. Successfully completed the Mentoring Program;
4. Demonstrated compliance with the Standards and Procedures; and
5. Provided three letters of recommendation.

OLA Proficient Court Interpreter II

A per diem court interpreter who has:

1. Successfully completed the screening process;
2. Successfully completed the Mandatory Orientation and Training Program;
3. Successfully completed the Mentoring Program;
4. Demonstrated compliance with the Standards and Procedures;
5. Provided three letters of recommendation;
6. Successfully worked as a OLA Proficient Court Interpreter I for a minimum of one year; and
7. Received a minimum passing grade for all parts of the National Center for State Courts (“NCSC”) English Proficiency Written Examination or the Federal Court Interpreter Certification Written Examination.

OLA Certified Court Interpreter

A per diem court interpreter who has:

1. Successfully completed all requirements for OLA Proficient Court Interpreter I and II;
2. Successfully worked as an OLA Proficient Court Interpreter II for a minimum of one year; and
3. Passed all parts of the NCSC Oral Certification Examination or the Federal Certification Oral Examination administered by the Administrative Office of the United States Courts or the State certification oral exams developed by the NCSC.
