The Office of Access, Diversity, and Fairness (OADF), within the Executive Office of the Massachusetts Trial Court, advances the Trial Court’s commitment to fair and accessible court services for all. Established in FY23, OADF leads systemwide efforts to reduce barriers to justice, promote equal opportunity, and foster a welcoming environment for court users, employees, and stakeholders across the Commonwealth.
As an umbrella office, OADF provides oversight and coordination of six departments: the Office of Access to Justice and Court User Experience; Office of Diversity, Equity, and Inclusion; Office of Alternative and Online Dispute Resolution; Office of Language Access; Department of Court Services and Law Libraries; and Department of Court Records and Transcripts. Through collaboration and shared accountability, OADF strengthens consistency and transparency across the Trial Court’s access and fairness initiatives, supporting modernized operations and improved experiences for the public and court staff.

The Massachusetts Trial Court offers court-connected Alternative Dispute Resolution (ADR) in every Trial Court Department, giving parties an option to resolve disputes outside of the courtroom.
Court Service Centers (CSC) and Law Libraries (LL) Department

Court Service Centers (CSC) provide free assistance, both in-person and virtually, to help court users navigate the court system by answering basic questions, helping with forms, explaining court rules and procedures, and connecting users to community resources.
The Trial Court Law Libraries (LL) serve the courts, attorneys, and the public by providing legal reference assistance, lending materials, and access to print and electronic legal resources.

The Office of Access to Justice and Court User Experience (A2J) serves as a court-wide information resource that partners with Trial Court and community stakeholders to assess, implement, and continuously improve programs and initiatives designed to enhance the court user experience and expand access to justice for all.
Court Records and Transcripts Department (CRT)

The Department of Court Records and Transcripts oversees the transcription of electronically recorded courtroom audio, prepares transcripts for all cases in response to requests from judges, attorneys, and the public (including low-income and self-represented litigants), and manages the storage of all court records.
Office of Diversity, Equity, and Inclusion (ODEI)

The Office of Diversity, Equity, and Inclusion (ODEI) advances internal DEI efforts across the Massachusetts Trial Court by serving as the main resource for DEI information and best practices, offering training to boost employee awareness and skills, and guiding staff and leadership on cultivating inclusive workplaces.
Office of Language Access (OLA)

The Office of Language Access ensures equitable access to justice for all court users by recruiting, training, and certifying court interpreters and assigning them to courts across Massachusetts. OLA promotes inclusivity for Limited English Proficient individuals through interpretation services and translation of Trial Court forms, documents, and signage.
