RMV End User Access Policy

The Registry of Motor Vehicles (“RMV”) allows individual users of authorized business partners to log into the eServices Portal. The eServices Portal has program access that is designed specifically for your business needs. The eServices Portal access’s the ATLAS application. The ATLAS application stores the records and data of the Commonwealths drivers and vehicles. You must read this End User Access Policy and certify upon receiving a Username and every year thereafter.

RMV End User Access Policy for eServices Portal

The eServices Portal (ATLAS) stores personal and confidential data. The Driver Privacy Protection Act, the Massachusetts Identity Theft Act, and the Standards for the Protection of Personal Information of Residents of the Commonwealth (201 C.M.R. 17.00) protects this information. Under no circumstances is it permissible for you to access RMV data and records unless such access is required for your permitted use. All transactions are the official records of the RMV; they are recorded, stored, monitored, and audited. The RMV may, in its discretion, require you to explain and/or demonstrate the legitimate business purpose or permitted use for accessing the RMV’s data. You may NOT login from out of the country. Sharing your password is not allowed.  Under no circumstances may you use your credentials in an automated system processing. Your use of ATLAS is governed by the Agreement for Access to Records and Data Maintained by the Registry of Motor Vehicles (Access Agreement) signed by your company.

In accordance with  Section 7 of Chapter 81 of the Acts of 2022, and implementing regulations contained in 940 CMR 37.00, you are not permitted to access or use these records for the purpose of enforcing federal immigration law. You are further not permitted to disclose these records to an agency that primarily enforces immigration law or to any employee or agent of any such agency, unless you are provided with a lawful court order or judicial warrant signed by a judge appointed pursuant to Article III of the United States Constitution, a federal grand jury or trial subpoena, or as otherwise required by federal law.

Violation of this certification shall be unlawful. The Registrar has the right to deny or revoke access to any individual or entity that the Registrar has reason to believe will or has violated such certification.

By logging in, and accessing RMV data and records, I certify under the pains and penalties of perjury that I will comply with the above policy.
