BOSTON — Attorney General Andrea Joy Campbell today announced that her office has reached a settlement with Swissport USA, Inc. Swissport Cargo Services, LP, and Swissport Fueling, Inc. (collectively, “Swissport”), a North Carolina-based airport services company that employs workers at Boston’s Logan International Airport, resolving allegations that Swissport violated various state employment laws. As part of the settlement, Swissport has agreed to pay over $3.1 million in citations, including restitution for unpaid wages and penalties.

The Attorney General’s Office (AGO) found that in violation of Massachusetts’ wage and hour laws, Swissport failed to make timely payments to workers, failed to pay employees overtime rates for hours worked in excess of forty hours per week, and failed to maintain accurate employee payroll records. 

“When employers violate our laws, including through wage theft and untimely payments, workers are unfairly harmed, exploited, and financially deprived,” said AG Campbell. “My office will continue to enforce our laws to protect and empower workers, reminding employers that Massachusetts is serious about workers’ rights.”

Swissport employs approximately 2,100 workers at Boston’s Logan International Airport (Logan Airport) for various airport services, including baggage handlers, fuel personnel, ramp agents, and cleaners. The AGO’s investigation indicates that nearly all of Swissport’s Logan Airport workers were impacted by the alleged violations. 

The AGO began investigating the matter upon receiving complaints regarding Swissport’s nonpayment of wages, including complaints referred to the AGO by the Service Employees International Union (SEIU), Local 32BJ.

Massachusetts’ wage and hour laws impose certain requirements pertaining to employee pay and recordkeeping, including requirements related to minimum wage, timely payments within six days after the end of a pay period, and payments for all time worked.  

This matter was handled by Assistant Attorney General Amy Goyer and Investigator Kimberly Lampereur, both of the AGO’s Fair Labor Division, which is tasked with enforcing the state’s wage and hour, child labor, and other employment laws. 

This matter is representative of AG Campbell’s commitment to championing workers’ rights and advancing economic justice, as underscored in her strategic plan. Earlier this year, AG Campbell cited Dunkin’ Donuts, McDonald’s, and Subway franchise operators for violating child labor laws. In November 2024, AG Campbell cited multiple Burger King and Popeyes franchise operators over $2 million for violating child labor laws and other workers’ rights. Additionally, in October 2024 AG Campbell cited Shake Shack over $200,000 for child labor violations.
