Braintree — The Healey-Driscoll Administration today announced that 167 nonprofits across Massachusetts have been awarded $4,965,000 in grants to improve security in order to protect their facilities, members, and staff from hate crimes and extremist violence.
The awards were distributed through two state-funded grant programs: the Commonwealth Nonprofit Security Grant Program (CNSGP) and the Commonwealth Nonprofit Security Personnel Grant Program (CNSPGP). Both programs are administered by the Office of Grants and Research (OGR), which will assist each of the nonprofits with the management of their grant.
“Hate and violence have no place in Massachusetts,” said Governor Maura Healey. “Organizations that serve our communities should never have to worry about their safety. These grants will help nonprofits strengthen security so people can safely gather, practice their faith and access the services they rely on.”
“By investing in the security of organizations at greatest risk of threats and violence, we ensure the safety of these nonprofits, but also the surrounding community,” said Lieutenant Governor Kim Driscoll. “This administration is steadfast in its commitment to protect every member of our community from incidents of hate and extremist violence.”
“Our approach to public safety relies on strong collaboration with nonprofits across Massachusetts,” said Public Safety and Security Secretary Gina Kwon. “These grants provide organizations the resources they need to protect their staff, clients, and facilities, ensuring they can continue the important work that benefits everyone in our communities.”
“Everyone has the right to safely gather in prayer, receive medical care or seek services,” said OGR Executive Director Kevin Stanton. “Through the effective management of these grant programs, we’re able to assist many of the organizations serving our communities by ensuring they have the resources needed to protect against hate crimes and terrorism.”
A record number of organizations sought funds through this year’s grant programs, with 274 eligible applications received for CNSGP and 53 for CNSPGP. In a report issued in December, the Massachusetts Legislature’s Special Commission on Combatting Antisemitism highlighted the impact of the CNSGP and CNSPGP on Jewish organizations facing hate incidents. The Commission stated that the grant program “have a meaningful impact for vulnerable community’s sense of safety and ability to gather freely.”

The grants are one element of the administration’s ongoing work to protect vulnerable community members and organizations from hate crimes and violence.
- Nonprofit Security Grant Program: OGR recently held a competitive application process for the Nonprofit Security Grant Program, which provides funds to help at-risk nonprofits with security enhancements to protect against terror attacks. This program is offered annually by the Federal Emergency Management Agency (FEMA) and administered in Massachusetts by OGR.
- Nonprofit Security Grant Program – National Security Supplemental: Through this one-time, federally funded program, OGR in October awarded more than $2.6 million in grants to 25 organizations in 2025. These funds support target hardening efforts to protect against the threat of terrorist attacks.
- Faith-Based Organizations Safety and Security Seminar: In November 2025, the Massachusetts State Police Fusion Center hosted its seventh annual security summit for faith-based organizations at Gillette Stadium, bringing together public safety and security officials with faith leaders to promote safety in houses of worship and other facilities.
- Hate Incident Reporting Portal: The State Police Hate Crimes Awareness Response Team (HART), which was created in 2023 by the Healey-Driscoll Administration, partnered with the Department of Criminal Justice Information Systems (DCJIS) to launch a new, web-based portal for Massachusetts law enforcement to report hate crimes and hate based incidents in order to simplify the reporting process, standardize data collection and more quickly identify statewide trends.
