220 CMR 11.00 establishes the rules that will govern the restructuring of the electric industry and will apply thereafter to the restructured electric industry in the Commonwealth. Their purpose is to provide a regulatory framework for an efficient industry structure that will minimize long-term costs to consumers while maintaining the safety and reliability of electric services with minimum impact on the environment. 220 CMR 11.00 applies to the Distribution Companies, Competitive Suppliers and Electricity Brokers that will participate in the electric industry in the Commonwealth.
