Regulation 220 CMR 45.00: Pole attachment, duct, conduit and right-of-way complaint and enforcement procedures

220 CMR 45.00 provides complaint and enforcement procedures to ensure telecommunications carriers and cable system operators have nondiscriminatory access to poles, ducts, conduits, and rights-of-ways owned by utilities at rates, terms and conditions that are just and reasonable.
