220 CMR 29.00 establishes rules to implement the requirements of 105 CMR 410.354 and 105 CMR 410.254 of the State Sanitary Code and establishes procedures which allow electric and gas companies to bill owners of residential rental property for past utility service improperly billed to tenant customers in instances where an authorized agency has certified that a violation(s) of the State Sanitary Code existed during the occupancy of the tenant customer and such violation(s) pertained to the metering of electricity and/or gas.
