940 CMR 19.00: The Attorney General has determined that the promulgation of regulations is necessary in a competitive electricity market in order to protect Massachusetts consumers from unfair or deceptive acts or practices and to provide retail electricity sellers and marketers with notice of the illegality of such acts or practices.
