The Plan includes multimodal elements such as:
- Air
- Rail
- Truck
- Maritime transport
- Intermodal Transportation (transportation by more than one mode)
The Plan builds a cohesive picture of how these elements function today and offers a roadmap as to how policymakers and users of the freight system could make improvements to benefit our customers.

The Draft 2023 Massachusetts Freight Plan is now available for a 30-day public comment period. The Draft Massachusetts Freight Plan is available in an online interactive format and as a downloadable PDF. The comment period ends June 29, 2023. Please submit comments via the Plan Comment Form.
