Learn about Home Energy Assistance (HEAP)

Massachusetts is home to many heating assistance programs. Each offers assistance to eligible households within the Commonwealth and have have their own application and eligiblity requirements.

Home Energy Assistance Program (HEAP)

The Massachusetts Executive Office of Housing and Livable Communities (EOHLC), Division of Livable Communities (DLC) administers the Home Energy Assistance Program (HEAP). HEAP assists eligible households with energy costs associated with heating their homes during the winter months. Local Administering Agencies are available to assist you with applying for energy assistance.

Additionally, if you:

(1) are a participant of any of the programs or services including, but not limited to:

• Supplemental Security Income (SSI)
• Transitional Aid to Families with Dependent Children (TAFDC)
• Emergency Aid to Elderly, Disabled and Children (EAEDC)
• Food Stamps (SNAP)
• Refugee Resettlement Benefits
• MassHealth
• Head Start, Free or Reduced School Lunch and Breakfast Program,
• MassVeterans Benefits
• Dependency & Indemnity Compensation (DIC) for Surviving Spouse or Parents of Veterans
• Improved Veterans Disability Pension
• Commonwealth Care Plan
• Health Safety Net Plan
• Women, Infants & Children (WIC); or

(2) have been determined to be eligible for the Home Energy Assistance Program (HEAP),

you may be eligible for a discount rate on your electric or natural gas services.

To apply for HEAP, you must apply with the Local Administering Agency in your area.

Salvation Army Good Neighbor Fund

The Salvation Army's Good Neighbor Energy Fund offers one-time grants for eligible consumers. The Fund is available to any Massachusetts resident who cannot meet a month's energy expense because of temporary financial difficulty and are not eligible for state or federal energy assistance. To be eligible, your income must fall between 60 and 80 percent of the state's median income levels.

Citizen's Energy

The Citizen's Energy (commonly known as Joe-4-Oil) offers no-cost heating oil to eligible households in need of assistance with a home heating oil delivery. Each eligible household may receive a one-time delivery of 100 gallons of home heating oil per heating season.
