Performance Management and Oversight

The Office of Performance Management and Oversight measures the performance of all public and quasi-public entities engaged in economic development.

All designated agencies are required to submit an annual plan which includes goals and performance measurements to evaluate progress.  Agencies covered by the Office of Performance Management and Oversight are actively committed to aligning their efforts with the Commonwealth’s economic development strategy.    

The following agencies fall under the Office of Performance Management and Oversight, created by Section 16G of Massachusetts General Law.

MassDevelopment 2017 Annual Report

Massachusetts Growth Capital Corporation 2017 Annual Report

Massachusetts Growth Capital Corporation is a small business loan fund providing working capital to small businesses, minority-owned and women-owned businesses, to create and maintain jobs in the Commonwealth.  Massachusetts Growth Capital Corporation lends to businesses unable to access credit from traditional lenders or those  unable to get additional credit from an existing lender. Each loan is customized to solve a specific financing problem using term loans, lines of credit, partial and limited guarantees, over advances, contract financing, or a combination of these tools. Massachusetts Small Business Development Center (Export Center) 2017 Annual Report

The Massachusetts Small Business Development Center helps businesses succeed in Massachusetts by providing free, confidential, one-to-one business assistance and free or low-cost educational training programs to prospective and existing small businesses throughout the Commonwealth. Community Economic Development Assistance Corporation 2017 Annual Report

The Community Economic Development Assistance Corporation serves as a financial and technical assistance resource to non-profit organizations engaged in effective community development.  The Community Economic Development Assistance Corporation is a public-private community development finance institution (CDFI) that provides technical assistance, pre-development, acquisition and permanent lending, and consulting services to non-profit organizations involved in affordable housing development or preservation and capital improvements to child care facilities.  These organizations may include community development corporations, non-profit developers, and tenants’ associations. For more information, visit the Economic Development Assistance Corporation.

Massachusetts Port Authority 2017 Annual Report

Massport operates an integrated transportation system that delivers world-class safety, security, facilities, and customer services in an environmentally responsible manner.  The Authority’s facilities include airport properties such as Boston-Logan International Airport, Worcester Regional Airport and Laurence G. Hanscom Field (“Hanscom Field”); maritime properties including the Paul W. Commonwealth Marketing Office 2017 Annual Report

The Commonwealth Marketing Office is part of the Massachusetts Marketing Partnership. Its focus is to coordinate marketing efforts on behalf of Massachusetts Marketing Partnership, with an emphasis on economic development in the areas of tourism, sports, film, international investment and business development. The Commonwealth Marketing Office works with departments across the administration, and with businesses, nonprofits, tourism entities and others to promote Massachusetts in a broad-based, positive way.  Commonwealth Marketing's role is to help create products and strategies for strengthening the Massachusetts brand and to supply marketing materials to be used at conferences, meetings, media visits and other purposes. 

Massachusetts Office of Business Development 2017 Annual Report

Massachusetts Office of Business Development (MOBD) serves as the umbrella organization for all business development activity on behalf of the state. The Commonwealth is divided into six regions, each led by a regional Director who reports to the executive director. 

MOBD offers a range of expertise and services to help business flourish in Massachusetts.  Massachusetts Office of Business Development’s staff operates regionally statewide, so that the agency can provide on-the-ground knowledge and viable connections for businesses. Massachusetts Office of International Trade and Investment 2017 Annual Report

The Massachusetts Office of International Trade and Investment (MOITI) promotes commerce with global partners in Massachusetts and around the world. The  International Trade Office builds successful international partnerships that create economic development and investment. MOITI recruits foreign investors by promoting the strengths of Massachusetts as a premier business and investment destination.
