3. Submit your FCC license application

You will start your Family Child Care (FCC) license application in the Licensing Education Analytic Database (LEAD). You have 90 days to complete the process.

Get your LEAD account

Request access to LEAD using an online form or by phone. Once approved, you'll get an email with instructions to log in and create a password for your account.

Complete your LEAD licensing transaction

In LEAD, you will start a "new transaction" to begin your application. LEAD will ask you questions about:

  • Yourself
  • Your household members
  • Your indoor and outdoor spaces

Upload documents to the LEAD Document Library

To finish your application, you must upload documents to the LEAD Document Library. These include:

  • First aid and child and infant CPR certifications
  • A completed medical form
  • Proof of completed online and in-person training
  • Other forms about indoor and outdoor safety and program operations may be required

Complete tax form and start background check process

After submitting your licensing transaction in LEAD, EEC will email you 2 more forms:

  1. Tax certification statement
    You will find a link to this form in your licensing transaction confirmation email from LEAD. By completing this form, you promise that you have filed and paid all required Massachusetts taxes.
  2. BRC consent form
    A link to this form will come in a separate email. Completing this form begins your background record check process. Note: All household members and visitors 15 years and older will get their own consent form.
