Overview
The EOTSS Assistant Secretary for Technology, Security, & Operations and Chief Operating Officer (COO) oversees:
- Enterprise End User Services
- Information Security & Risk Management
- Core Network, Infrastructure & Hosting
- Enterprise Architecture & Applications
The position is supported by the Commonwealth’s Chief Service Officer (CSO), Chief Information Security & Risk Management Officer (CISO/CRO), and Chief Technology Officer (CTO) – who manage their respective departments and report directly to the Assistant Secretary/COO.

End User Services & Operations
The CSO oversees the Operations and Service Management teams that provide Commonwealth agencies across the state with end user software, hardware, voice, and connectivity support. More specifically, the teams offer Network & Security Services; Enterprise Voice Services; Data Center & Hosting Solutions; Facilities; End User Services; and IT Service Management. These teams support all Executive Branch Agencies along with several Independent Agencies and Constitutional Offices.
Information Security & Risk Management
The Cybersecurity and Enterprise Risk Management Programs, overseen by the Commonwealth’s CISO/CRO, focus on protecting citizen data, ensuring the availability of the Commonwealth’s networks and systems, and maintaining the continuity of government operations and services.
The CISO/CRO also works closely with the Director of Security Operations, who manages and operates the Commonwealth’s unified Security Operations Center (SOC). Enterprise SOC services include Security Information and Event Management (SIEM), vulnerability management, threat intelligence, and security incident response and reporting programs.
Through these programs and operations, EOTSS leads and coordinates efforts to strengthen the Commonwealth’s cybersecurity posture to prevent, protect, mitigate, respond to, and recover from cyber threats and incidents.
Technology
The Office of the Commonwealth’s Chief Technology Officer (CTO) provides strategic guidance, project management, and support for enterprise application and system hosting solutions. They also develop and maintain the enterprise architecture framework as part of the EOTSS Standard Operating Environment (SOE).
EOTSS currently offers multiple cloud offerings and hosting solutions – Hybrid Cloud, On-premises, 3rd-Party Hosting, Infrastructure-as-a-Service (IaaS), Platform-as-a-Service (PaaS), and Software-as-a-service (SaaS). The Office of the CTO works with agencies to rely less on state-owned data centers and migrate infrastructure to modern hosting environments and state-of-the-art facilities.
