MOR-EV Regulations
On July 17, 2026, the Department of Energy Resources (DOER) filed to amend the existing regulations with the Secretary of State’s Office for the Massachusetts Offers Rebates for Electric Vehicles (MOR-EV) Program under 225 CMR 26.00. The proposed amendments are intended to streamline the application processes and make the program more cost-effective and equitable. The amendments include a number of proposed changes, including lower vehicle price caps for the light duty new and used vehicle rebates and class 3-8 vehicle rebates. The amendments also include changes in rebate amounts for individuals acquiring pick-up trucks, class 2b vehicles, and class 3-8 vehicles, as well as the addition of an income threshold as new eligibility criteria for the MOR-EV+ adder.

DOER will hold a public hearing in-person and virtually, and a comment period on the new regulation. Written comments will be accepted beginning July 31, 2026 and ending at 5:00 PM on September 4, 2026. DOER requests that written comments be submitted as attached .PDF files to Morgan.Bowler@mass.gov with the words “2026 MOR-EV RULEMAKING COMMENTS” in the subject line.
What is the MOR-EV Program?
The Massachusetts Offers Rebates for Electric Vehicles (MOR-EV) Program offers electric vehicle rebates to support greater adoption of electric vehicles across Massachusetts and to improve the environmental impact of the transportation sector.
MOR-EV is funded by the Executive Office of Energy and Environmental Affairs’ Department of Energy Resources (DOER).
Who is eligible?
MOR-EV provides rebates for the purchase or lease of eligible new and used battery electric vehicles and fuel-cell electric vehicles, including passenger cars and medium- and heavy-duty trucks and other vehicle types. The program also offers a rebate adder for income-qualifying residents and a rebate adder for medium- and heavy-duty vehicles that are registered within or operate more than half of the time in census block groups that meet the State’s Environmental Justice criteria. Where can I find the rules of the program?
Regulation Information
Current program regulations for MOR-EV went into effect on August 8, 2023.
MOR-EV Program Data
DOER is required to publish annual information about the MOR-EV program including but not limited to the number and dollar value of rebates and incentives provided, sortable by zip code, municipality, make, model, dealership and whether the vehicle is for personal or fleet (e.g., corporate, non-profit, public, or tribal fleet) use; vehicle type; and vehicle weight. The current dataset includes rebate information from September 1, 2024, through August 30, 2025.

MOR-EV Report
DOER provides an annual report on the MOR-EV program to the Massachusetts Legislature. The annual report includes program offerings and an analysis of demographics. It also gives recommendations to make the program more equitable and cost-effective. The report includes an appendix with data available to download.
MOR-EV Studies and Analyses
The 2014-2020 Program Results Summaryprepared by Synapse Energy Economics analyzes the cost-effectiveness of the MOR-EV Program at increasing EV adoption and reducing GHG emissions. It suggests opportunities for program revisions that may improve the financial sustainability of the program and equity of EV policies and programs in the future.
The 2021-2022 MOR-EV Cost-Effectiveness Report encompasses data and analyses related to MOR-EV light-duty rebates for EVs in calendar years 2021 and 2022.
