Work Participant Program (WPP) Expansion

WPP is a partnership between DTA and Massachusetts Department of Career Services through MassHire Career Centers providing scaled up targeted Job Search and related services to TAFDC and SNAP participants.  This partnership provides additional employment supports to participants through the network of MassHire Career Centers. Through WPP, DTA clients receive access to individualized career counseling and guidance, workshops, job fairs, employer recruitment, and access to free resources to assist with job search and applications.

Participants who receive SNAP and do not also receive economic assistance (TAFDC/EAEDC) through DTA are to be co-enrolled in WPP Expansion and the SNAP Path to Work program. 

Why Co-Enroll?

  1. Co-enrolling SNAP participants in the WPP Expansion and SNAP Path to Work makes it possible for the career center to use federal SNAP Employment and Training funds to fund the customer’s WPP participation.
  2. Co-enrolled participants who incur otherwise unreimbursed transportation expenses related to WPP participation may qualify for DTA SNAP transportation support payments.
  3. Co-enrolled participants may qualify for a SNAP child care referral and receive a one-time 12-month EEC child care voucher with no parent fee. 

SNAP Path to Work/WPP Expansion Eligibility

SNAP applicants* and recipients who:

  • do not also receive economic assistance/cash benefits (TAFDC or EAEDC) through DTA;
  • want to learn new skills that will help them prepare for and find a job (or a better job); and
  • will be able to work following training, education, and/or work experience.

*SNAP Path to Work/WPP Expansion approval for SNAP applicants is conditional.  Continued eligibility assumes SNAP application approval.

Note: SNAP Path to Work eligibility is at the client level.  This means that to qualify for enrollment, the person being enrolled must be an eligible SNAP recipient, not just an EBT card holder.  See examples below.

Ella is the grantee (card holder) of the SNAP case. Her husband, George and two daughters, age five and twelve, receive SNAP but she is not a recipient herself due to her immigration status. As George is the only person in the household who is both a SNAP recipient and able to work following training, he is the only person who qualifies for SNAP Path to Work/WPP Expansion participation. 
Nineteen-year-old, Jo lives and receives SNAP with her mother, Louise, and six-year-old brother.  While her mother and brother also receive TAFDC, Jo does not. Louise is the grantee of the SNAP and TAFDC cases.Since Jo receives SNAP only, she is eligible for SNAP PATH to Work/WPP Expansion.  As a TAFDC recipient, Louise is not eligible for SNAP Path to Work /WPP Expansion, but she could be enrolled in regular WPP.

Participation in WPP in one way that a SNAP recipient who is subject to the Able-Bodied Adults Without Dependents (ABAWD) work rules might choose to meet them, but the program is not just for people subject to work rules.

SNAP Path to Work/WPP Expansion Co-Enrollment Process

After determining that the customer appears to be eligible for SNAP Path to Work/WPP Expansion co-enrollment:

  1. Obtain a signed Permission to Share Information (PSI) form enabling the exchange of information between the Career Center, Jewish Vocational Service (JVS) and DTA. 
  2. Correctly enroll the customer in the WPP Expansion program on MOSES.
  3. Inform JVS of newly enrolled participants by sending enrollment information and copy of signed PSI via secure email to SNAPETreferrals@jvs-boston.org. See email template.  JVS will complete the co-enrollment process by entering the enrollment information on DTA’s Partner Activity Tracking Hub (PATH system).
  4. Provide services and ensure that all participation hours and outcomes are recorded on MOSES. 

Permission to Share Information (PSI) Form

A signed Permission to Share Information (PSI) form allows DTA and a contracted SNAP Outreach or DTA Pathways to Work provider organization (including MassHire Career Centers delivering WPP services) to exchange information for the purpose of helping with the SNAP case (SNAP Outreach) or determining DTA Pathways to Work eligibility and tracking program participation and progress (DTA Pathways to Work).

October 2024 Update: The PSI form is now available in eleven languages! See and download fillable versions of the new PSI below. To complete:

  1. Enter the customer’s information (name, DTA agency ID or last 4 of SSN, and DOB) in
    Section 1.
  2. Enter the name of your MassHire Career Center where indicated in Section 3.
  3. Have the customer sign and date Section 5.


Important reminders:

  • A completed & signed PSI is required for every DTA client about whom information will be exchanged with JVS and/or DTA regarding SNAP Path to Work program eligibility, participation, and/or progress.
  • A valid PSI form does not contain blank fields, indicates the program(s) for which permission is being granted, is legible, and has been signed and dated by the client.
  • When completing the PSI form, do not check the SNAP Outreach permission box unless also a contracted SNAP Outreach partner.
  • The PSI form may be signed electronically (DocuSign or Adobe).  A typed name is not the same as electronic signature.  A wet signature is also acceptable.
  • The date of birth (DOB) should be entered in MM/DD/YYYY format. Please confirm that the DOB entered on the PSI is accurate.  An incorrectly entered DOB may result in the inability to match the customer to a DTA client record and denial of the enrollment. 
  • The permission to exchange information granted by a signed PSI form is valid for a period of two years from the date the client signed it or until the client revokes access.
  • When the enrollment is entered on PATH, a letter will be mailed to the client reminding them of the above and explaining how to revoke access should the client choose to do so. Please note that the letter will list JVS as the SNAP Path to Work provider. Please let participants to know to expect the letter to ensure that they do not mistakenly revoke access.

The PSI form is for contracted DTA Pathways to Work provider and SNAP Outreach partner use only. The Voluntary Consent to Release Information (VARI-OI) form may be used to authorize the sharing of information between DTA and non-contracted organizations/people and for consent not related to SNAP Path to Work or SNAP Outreach activity. 

MOSES: WPP Expansion Program Enrollment

  • Complete the Basic tab
  • Ensure that the WPP Expansion program has been selected under the Career Center Specific programs list.
  • Complete the Full tab
  • Under the Assistance/Disaster Relocation sub-tab, indicate that the participant receives SNAP by checking the SNAP box.

Important: These pages must be completed in full for the applicable CRYSTAL report to properly generate.  JVS will use this report to co-enroll WPP Expansion program participants in the SNAP Path to Work program.

Send enrollment information and signed PSI to JVS (SNAP Path to Work Co-Enrollment)

Provide JVS with the information needed to enter the SNAP Path to Work enrollment on DTA’s Partner Activity Tracking Hub (PATH system) by completing the email template below. There are four data points that must be provided that JVS cannot access via MOSES:

  1. Full social security number or the DTA AP ID (DTA Agency identification number). DTA AP ID can be accessed on either the DTA Connect app or the My Accounts page if the client does not have it.
  2. Barriers:
    1. Transportation
    2. Dependent Care
    3. Finances
    4. Other (please describe)
  3. Participation plan:
    1. Anticipated participation period (start/end). A best practice for this is 6 months.
    2. Anticipated participation hours per week to be decided on by the client and the counselor. If a client is subject to the Able-Bodied Adults Without Dependents (ABAWD) work rules, they must participate for 20 hours to comply with the rules via WPP activity
  4. Request for SNAP Transportation Support if needed, including county of residence

Able-Bodied Adults Without Dependents (ABAWD) Work Rules

SNAP clients aged 18-64 who do not meet any exemptions or live in waived areas must meet the Able-Bodied Adults Without Dependents (ABAWD) work rules. To receive SNAP for more than 3 months between now and January 1, 2027, people who are subject to the ABAWD work rules must work or participate in certain E&T activity for 20 hours per week/80 hours per month or volunteer at public or nonprofit organizations for up to 19 hours per month. Working with people subject to the ABAWD work rules

WPP Expansion participants: If a customer who is subject to the ABAWD work rules wants to meet by participating in WPP, you must ensure that their participation plan reflects 20 hours of activity per week and send their enrollment information to JVS promptly to ensure that they are given credit for their participation and not erroneously penalized.

Other training participants: People subject to the ABAWD work rules participating in training programs outside of the SNAP Path to Work program will need to have their training provider or MassHire Career Center (if applicable) complete the ABAWD Training Program Information Request Form (TPIR) to provide DTA with the information needed to determine if the participation meets the work rule.

What kind of training meets the ABAWD work rules?

To meet the ABAWD work rules through E&T, one must engage in work readiness, education, skills training, and/or work experience activity for an average of 20 hours per week. Job search training and supervised job search activity can be included but may make up fewer than half the required hours (unless the program is a WIOA program, * a veteran program, or a Trade Adjustment Assistance (TAA) training program). People can meet the ABAWD work rules by participating in training programs through SNAP Path to Work or comparable programs outside of DTA’s SNAP E&T program.

*WPP Expansion is considered a WIOA program for the purpose of meeting the ABAWD work rules.

Secure Email

Secure email, or email encryption, encodes an email message to prevent unauthorized individuals from reading or altering the message.  You must send emails securely when they contain personally identifiable information (PII) like social security numbers, full names, or other information that could be used to identify a client.  For example, an email containing information needed for SNAP PATH to Work/WPP Expansion enrollment and/or attached PSI forms must be sent securely.

MOSES: Track Participation and outcomes

SNAP client participation hours must be recorded on PATH monthly. Outcomes are entered as they become known. JVS gets the information that needs to be reported to DTA form WPP Expansion Crystal Reports. To ensure that JVS has the information needed to enter on behalf of the career centers:

  • Blue bold service hours and planned course/activity hours will display on the participation report.
  • Weekly WPP check-in hours must be recorded as a Service to be captured as participation hours.
  • Career counselors should also record client reported “homework” hours as a Service in MOSES.
  • Entered outcomes, including employment, training completion and certification, license, HiSet/GED/degree or other credential attainment will display as outcomes.

Frequently Asked Questions

Can a customer who already has a job be enrolled in WPP Expansion?

Response: Yes.  If the customer has an employment goal (working toward a job or a better job), receives SNAP, does not also receive DTA cash benefits, and plans to work with MassHire, they can be enrolled in the program.

The PSI form only asks for the last 4 digits of the customer’s social security number, but I’m asked to provide the full SSN or DTA assigned APID as part of the email that I send to JVS. I don’t access to either in MOSES. How can I access it?

Response:  To ensure that the customer is matched to the correct DTA client, both the DOB and either the full SSN or APID are required.  If the customer does not want to provide their full SSN and does not know their APID, they can access it by logging into DTA Connect or contacting DTA.   Your assigned DTA SNAP E&T Specialist can also help you locate an APID if you provide a signed PSI form that includes the customer’s name and last 4 digits of the SSN (must be sent via secure email).

A customer has a job, but needs child care.  Can I enroll them in WPP Expansion so DTA can make a child care referral?

Response: No.  If the customer is not working with MassHire toward an employment goal, they do not qualify for WPP Expansion/SNAP Path to Work enrollment.  SNAP Child Care referrals are a support available to SNAP Path to Work participants only.

A customer does not qualify for WPP Expansion enrollment and is asking about child care.  What can I tell them?

Response: SNAP Child Care referrals are a support available to SNAP Path to Work participants only.  That said, program participation is not the only way to access child care (and people should not be enrolled in WPP just to access a referral).

  • Certain former TAFDC recipients may qualify for transitional child care vouchers (Talk to a FEW if the customer received TAFDC within the last 24 months).
  • Customers may qualify for referrals if receiving services from the Department of Children and Families (DCF) or the Executive Office of Housing and Livable Communities (EOHLC)
  • Children may be eligible for their local Early HeadStart or HeadStart program.

You can advise clients who aren’t enrolling in WPP to contact 211 or their local Child Care Resource and Referral Agency (CCRR) to apply for child care assistance.
