Massachusetts is expanding access to high-quality, out-of-hospital reproductive and maternal healthcare by establishing licensure for Certified Professional Midwives (CPMs) across the State.

A new regulation, 274 CMR 3.00: Licensed Certified Professional Midwife (LCPM) Licensure Requirements, is now in effect, and the Department of Public Health will begin accepting temporary LCPM licensure applications on September 14, 2026.

DPH expects to promulgate regulations allowing for standard licensure of LCPMs in early 2027. Temporary licenses will remain valid until a standard license is issued or up to 180 days/6 months after standard licenses become available.
