310 CMR 44.00 implements the Massachusetts Clean Water State Revolving Fund (CWSRF) Program. Under federal and state law, the primary purpose of the CWSRF Program is to provide financing for eligible projects to protect and promote the health, safety, and welfare of the inhabitants of the state. 310 CMR 44.00 sets forth the Department's authority and responsibilities to select, approve and regulate water pollution abatement projects receiving financial assistance under the SRF Program.
