454 CMR 29.00: (a) Promotes the health, safety, and welfare of workers, businesses, and the general public by deterring noncompliance with the laws, regulations, and related requirements to which 454 CMR 29.00 applies, and (b) Ensures that the Department assesses civil administrative penalties lawfully, fairly, and consistently.
