540 CMR 5.00 establishes the requirements and standards governing the use of Electronic Signatures on Motor Vehicle Paper Titles and Electronic Titles. Authorizes Dealers and Individuals to complete title transactions through the Registry's Electronic Vehicle Registration (EVR) program or my RMV. Sets eligibility, security, and procedures of Electronic Titles and Electronic Signatures whilst prescribing procedures for dealer sales, intrastate state transactions and applicable violations.
