MOR-EV

The Massachusetts Offers Rebates for Electric Vehicles (MOR-EV) Program aims to reduce air pollution and greenhouse gas emissions and support greater adoption of electric vehicles across the Commonwealth by offering rebates to consumers (residents, corporations, and other entities) who register their on-road zero emission vehicles in Massachusetts. MOR-EV provides rebates for the purchase or lease of eligible battery electric vehicles and fuel-cell electric vehicles, including passenger cars and medium- and heavy-duty trucks and other vehicle types. The program also offers rebates for used EVs, a rebate adder for income-qualifying residents, and a rebate adder for medium- and heavy-duty vehicles that are registered within or operate more than half of the time in census block groups that meet the State’s Environmental Justice criteria. MOR-EV is funded by the Executive Office of Energy and Environmental Affairs’ Department of Energy Resources (DOER).

MOR-EV Studies and Analyses

The 2014-2020 Program Results Summary prepared by Synapse Energy Economics analyzes the cost-effectiveness of the MOR-EV Program at increasing EV adoption and reducing GHG emissions. It suggests opportunities for program revisions that may improve the financial sustainability of the program and equity of EV policies and programs in the future.

The 2021-2022 MOR-EV Cost-Effectiveness Report encompasses data and analyses related to MOR-EV light-duty rebates for EVs in calendar years 2021 and 2022.
