PCA Program Enhancements

Background

Over the past year, MassHealth has received significant information stakeholder input regarding the current design on the MassHealth Personal Care Attendant (PCA) program, along with suggestions about how the program could be improved.  In response to this feedback, MassHealth is considering several potential enhancements to the PCA Program. 

MassHealth is committed to transparent, thoughtful and formal engagement with the PCA stakeholder community.  To that end, MassHealth has convened a PCA Program Advisory Council to work with MassHealth as it explores potential enhancements to the PCA Program.  In addition, MassHealth is holding public listening sessions that are open to all interested parties to hear feedback on the proposed enhancements to the PCA Program.  MassHealth also intends to release a Request for Information (RFI) to solicit formal written input from all interest parties on an array of topics under consideration.

PCA Program Enhancement Advisory Council

A Notice of Opportunity was posted on COMMBUYS in July 2018 seeking applicants to participate a PCA Program Enhancements Advisory Council (PEAC) that will assist MassHealth in its efforts to enhance the PCA Program.  MassHealth sought individuals with diverse professional and personal backgrounds and who have expertise in consumer direction, the values of independent living, and the MassHealth healthcare system to serve on the PCA PEAC.  Fourteen public members were selected via the application process.  MassHealth also reserved seats on the PCA PEAC for a representative of the PCA Quality Workforce Council (the “Council”) and 1199SEIU United Healthcare Workers East (the “PCA Union”).

The PCA PEAC will meet approximately every 3-6 weeks in the EOHHS offices at 1 Ashburton Place, Boston, MA, 02108, or another location in Boston.
