Highlights

Governor Healey, Lieutenant Governor Driscoll, and Secretary Tepper Join CZM Director Engler to Launch ResilientCoasts - On November 28 in the Carriage House at Lynch Park in Beverly, Governor Maura Healey announced the launch of ResilientCoasts, a holistic strategy for addressing the impacts of climate change along the coastline of Massachusetts. The Governor was joined by Lieutenant Governor Kimberley Driscoll, Executive Office of Energy and Environmental Affairs (EEA) Secretary Rebecca Tepper, and CZM Director Lisa Berry Engler, along with state legislators, state and federal partners, local officials, and resilience advocates. In collaboration with the state’s 78 coastal communities, ResilientCoasts will pursue a multipronged approach to identify regulatory, policy, and funding mechanisms to implement focused long-term solutions. CZM is charged with leading the initiative and is in the process of hiring a new Chief Coastal Resilience Officer to oversee CZM work in this area and the development of the new ResilientCoasts strategy. This strategy will establish Coastal Resilience Districts based on climate impacts, review resilience options to proactively identify approaches that work statewide and within districts, explore financing mechanisms to find creative and sustainable ways to pay for projects, and review regulations to ensure effective long-term implementation. This strategy was identified as a priority action within the state’s ResilientMass Plan, which aims to ensure the Commonwealth is prepared to withstand, rapidly recover from, adapt to, and mitigate natural hazard events. Community engagement will be central to ResilientCoasts, and a Coastal Resilience Task Force with representation from communities, businesses, scientists, community-based organizations, and environmental advocates is currently being convened to support strategy development. Thank You COASTSWEEP Volunteers! - Every fall, thousands of people in Massachusetts volunteer for COASTSWEEP—the statewide beach cleanup sponsored by CZM that is part of Ocean Conservancy’s International Coastal Cleanup. While the numbers are still coming in for COASTSWEEP 2023, preliminary reports show that more than 2,000 volunteers scoured 150 miles of coastline to collect over 7 tons of trash since August. CZM plans to start signups for next year’s COASTSWEEP cleanups in June 2024. If you are interested in receiving information about volunteering or coordinating a cleanup, please send your contact information to coastsweep@mass.gov. And thank you to all our volunteers throughout the years for your enthusiasm and commitment!

CZM Job Posting

Chief Coastal Resilience Officer - CZM is seeking a Chief Coastal Resilience Officer to lead the newly announced ResilientCoasts initiative for the Commonwealth, overseeing this effort and providing cross-agency coordination. This new position will also be responsible for implementing the policies and programs of CZM as they relate to improving resilience to climate change impacts along the Massachusetts coast. The Chief Coastal Resilience Officer will coordinate the activities of CZM across program areas as they relate to coastal resilience planning, implementation, funding, and technical assistance, drawing from priorities developed and adopted through the ResilientCoasts Plan and as required by approved CZM coastal policies. This position is also tasked with leading ResilientCoasts efforts across EEA offices and agencies through coordination with key EEA staff implementing ResilientMass, the Commonwealth’s strategy for reducing risk and building resilience to natural hazards and local impacts of climate change statewide. Grants/Funding/Proposal Opportunities

Marine Oil Spill Prevention and Response Grants - The Massachusetts Department of Environmental Protection (MassDEP) is seeking applications for the Oil Spill Prevention & Response Grant Program to fund preparedness training, spill prevention and detection equipment, identification and mitigation of oil spill risks, vessel navigational safety improvements, sensitive area data management and mapping, geographic response strategies, research and development projects, wildlife rehabilitation training, and research on and improvements to climate change resiliency in oil marine transportation and storage. MassTrails Grants - Communities, public agencies, and nonprofit organizations can apply for reimbursable, matching grants up to $500,000 to design, create, maintain, and support recreational trail and shared-use pathway projects in Massachusetts through MassTrails. See MassTrails Grants for application details and grant documents. Proposals must be submitted online by February 1, 2024.

Bycatch Reduction Engineering Program - The National Oceanic and Atmospheric Administration Marine Fisheries Service (NOAA Fisheries) is seeking applications for the Bycatch Reduction Engineering Program for projects that improve fishing practices and develop innovative gear technologies to reduce overfishing. Up to $2.3 million is available for collaborative research projects that address five high-priority areas for bycatch reduction: researching new technology, encouraging technology adoption, reducing post-release mortality, avoiding habitat interactions, and conducting international research. For more information, see the NOAA Fisheries website. Pre-proposals are due by December 15 and full proposals by March 20, 2024.

  • MVP Action Grants - The Executive Office of Energy and Environmental Affairs (EEA) is accepting Expressions of Interest (EOI) for the Fiscal Year 2025 Municipal Vulnerability Program (MVP) Action Grants, which provide eligible communities funding to implement priority climate adaptation actions. Potential applicants can submit basic information about project ideas, and MVP staff will give feedback prior to the release of the Request for Responses, expected in mid-March 2024. Submission of an EOI is not mandatory but is highly encouraged. For more information on the grants and to submit an EOI, see the MVP Action Grant web page. Submissions are due by December 15.
  • Land and Water Conservation Fund Grants - The EEA Division of Conservation Services (DCS) is seeking proposals for Fiscal Year 2024 Land and Water Conservation Fund Grants, which provide up to $1 million in matching funds to state agencies and local governments to acquire and develop public outdoor recreation areas and facilities. For application instructions, which are due by January 11, 2024, see the DCS website.
  • Marine Debris Funding for Underserved or Overburdened Communities - The NOAA Marine Debris Program and the National Sanctuary Foundation are seeking proposals for the Ocean Odyssey Marine Debris Awards for Diversity, Equity, Inclusion, Justice, and Accessibility to fund one-year initiatives that investigate and prevent the adverse impacts of marine debris in communities that are underserved, underrepresented, or overburdened. Approximately $75,000 will be awarded for 10-15 grants ranging from $5,000-$7,500. For more information, including applications details, see the Funding Opportunity Overview (PDF, 270 KB). Full proposals are due on December 18.
  • Coastal Habitat Restoration and Resilience Grants for Tribes and Underserved Communities - NOAA Fisheries is seeking proposals to fund coastal habitat restoration and climate resilience priorities of tribes and underserved communities. Up to $45 million is available for projects that will advance these priorities and meaningfully engage in coastal habitat restoration activities, such as removing outdated dams and restoring coastal wetlands.   • New England Bay Watershed Education and Training Grants - The National Marine Fisheries Service Greater Atlantic Regional Fisheries Office is seeking proposals for the New England Bay Watershed Education and Training (New England B-WET) Program for K-12 experiential learning in New England states. Priorities for this opportunity are: 1) Two-year projects that combine watershed education and teacher professional development, and 2) Three-year projects that focus on build K-12 environmental literacy at the state and local level.   • Ocean Acidification Education Mini-Grants - The NOAA Ocean Acidification Program is seeking proposals to develop coastal and ocean acidification education tools and programs that address the goals of the NOAA Ocean Acidification Education Implementation Plan (PDF, 2 MB) and the 2021-2040 NOAA Education Strategic Plan (PDF, 2 MB). The principal objective of this grant program is to provide financial assistance to develop these education tools and programs in underserved and/or Indigenous communities or Tribes. For more information and application details, see the Notice of Funding Opportunity. Full proposals are due by February 23, 2024.
  • Marine Debris Funding - The National Sea Grant College Program (Sea Grant) is seeking proposals for the Marine Debris Challenge Competition and Marine Debris Community Action Coalitions Opportunity. The Marine Debris Challenge Competition (PDF, 113 KB) offers approximately $16 million to support innovative research on the prevention and removal of marine debris. Letters of Intent are due by January 31, 2024, and full proposals will be due on March 27, 2024. The Marine Debris Community Action Coalitions Opportunity (PDF, 123 KB) will provide approximately $3 million to fund the creation of coalitions and partnerships to tackle marine debris. Letters of Intent are due by December 14, and full proposals will be due on March 5, 2024. Applicants must submit proposals for both opportunities in partnership with a relevant Sea Grant program.

Online Tools and Resources

Coral Reef Data Visualization Tool - The new National Coral Reef Monitoring Program Data Visualization Tool is an online viewer that displays shallow (0-30 meters) tropical/sub-tropical coral reef ecosystem status and trends data (biological, climatic, and socioeconomic) for U.S. states and territories with coral reefs in the Atlantic and Pacific Oceans.

Green Stormwater Infrastructure Siting Tool - The Metropolitan Area Planning Council (MAPC), with support from MassDEP, has released the Green Stormwater Infrastructure Siting Tool. This online, interactive website was developed to help communities in Greater Boston meet federal Municipal Separate Storm Sewer System (MS4) requirements while also considering the environmental, economic, and social benefits of “green infrastructure” (practices that mimic natural processes to treat contaminants in runoff prior to reaching local waterbodies) and other climate resilience solutions.

Products/Publications

National Climate Assessment - The U.S. Global Change Research Program has released the Fifth National Climate Assessment, a report that provides a thorough assessment of the human-caused climate impacts across the United States along with strategies for informed mitigation. This new report also emphasizes the use of Indigenous knowledge to understand long-range changes in the environment and the associated impacts, as well as environmental justice to recognize the disparate impacts of climate change and create equitable solutions.

Newsletters and Other Periodicals

Massachusetts Lobstermen’s News - The November 2023 Newspaper (PDF, 10 MB) from the Massachusetts Lobstermen’s Association (MLA) includes articles on MLA public comments on a proposed closure of the lobster and Jonah crab fishery off Massachusetts, the extension of the date to implement new management measures for the lobster fishery in the Gulf of Maine and Georges Bank, the ongoing efforts to decommission the Pilgrim Nuclear Power Station in Plymouth, MLA updates, and other lobster news.

The Sandbar - The October 2023 issue of The Sandbar, a quarterly publication from the National Sea Grant College Program on U.S. ocean and coastal legal issues, includes articles on a U.S. Supreme Court ruling on wetlands covered by the Clean Water Act, a court ruling that dismissed challenges to the Vineyard Wind offshore wind project, proposed rules to designate critical habitat for green sea turtles, and other ocean- and coastal-related legal issues.

USGS Sound Waves - The July-October 2023 issue of Sound Waves, a U.S. Geological Survey (USGS) newsletter, includes items on the USGS efforts to monitor impacts from Hurricane Lee, using global hydrodynamic and climate models to determine how a warming climate affects storm surges, and other coastal and marine research news.

Jobs/Internship Postings

Chief Coastal Resilience Officer - CZM is seeking a Chief Coastal Resilience Officer to lead the new ResilientCoasts initiative to address climate change impacts along the Massachusetts coast, coordinating directly with EEA agencies and offices. MassDEP Environmental Analysts - MassDEP’s Wetlands Program Major Projects and Policy Unit is seeking applications for three Environmental Analyst III positions in its Boston office. The first position will assist with efforts to address the effects of climate change within wetland areas with a focus on coastal resilience and coastal ecological restoration efforts; support the program’s acquisition, development, and dissemination of data related to coastal and other wetlands mapping initiatives; and support project review, permitting, and regulatory compliance work. The second position will coordinate development and implementation of technical stormwater management components of program policy, regulation, and guidance to address the effects of climate change and increasing precipitation; oversee internal and external coordination efforts related to technical and regulatory stormwater management issues; and support project review, permitting, and compliance efforts. The third position will coordinate MassDEP’s §401 Water Quality Certification process and participation in the Federal Energy Regulatory Commission’s relicensing for Massachusetts hydroelectric facilities; coordinate policy development and wetlands permitting for other types of renewable energy and support the Wetlands Program Dredge Unit in permitting offshore wind; and support project review, permitting, and regulatory compliance work.

Finance Manager - The Massachusetts Division of Ecological Restoration (DER) is seeking a Finance Manager to work with DER senior staff and the fiscal team to oversee and manage operational, capital, and federal budgets, procurement, grants, and a growing fiscal team for the complex and interdisciplinary work of DER. Massachusetts DMF Positions - The Massachusetts Department of Fish & Game’s Division of Marine Fisheries (DMF) is seeking applications for three positions in the New Bedford Office. The Assistant Deputy Director for Shellfish will oversee the operation of DMF’s Shellfish Sanitation and Management Program and will plan, supervise, and direct all program activities. The Diadromous Fisheries Biologist will assist with diadromous fisheries management through research, monitoring, and restoration of fish populations, passageways, and habitat, in coordination with the New Bedford Fishway Crew staff, to design, develop, and execute fish passage projects in Massachusetts. The Protected Species Gear Specialist will coordinate and implement field work related to ropeless gear research, work with fishing and government partners to field test experimental fishing gear, develop research protocols for technology and methods to reduce impacts to protected species, and manage data collected in support of DMF research activities.

Contracted Student Intern - The MassDEP Wetlands Major Projects and Policy Unit is seeking an intern from January-May 2024 to support regulatory project review, policy development, and wetland mapping and assessments, with a focus on GIS work. For details, see the internship posting.

Coastal Resilience Professor - The University of Massachusetts Boston’s School for the Environment is seeking a Distinguished Professor of Coastal Resilience with an expertise in nature-based approaches to climate change adaptation. The Professor will work with colleagues that study the biological, geological, engineering, socio-economic, and planning impacts of climate change with an emphasis in coastal urban systems. This position will also take on a leadership role in the Stone Living Lab, a natural laboratory comprised of Boston Harbor and its Islands. Newbury Conservation Agent - The Town of Newbury is seeking a Conservation Agent to provide technical advice to the Conservation Commission and Town Planner on environmental issues; administer and enforce the Massachusetts Wetlands Protection Act, town bylaws, and applicable regulations; and act as a liaison to the Conservation Commission. Yarmouth Conservation Agent - The Town of Yarmouth is seeking a Conservation Agent to support the Conservation Commission and assist with the administration of the Massachusetts Wetlands Protection Act and town bylaws. The Agent will respond to inquiries from residents and town offices, provide guidance on regulatory matters and procedures, and manage all aspects of enforcement tracking, permit monitoring, and application review. Environmental Planner - The Merrimack River Planning Commission (MVPC), a nonprofit planning organization representing 15 communities in northeast Massachusetts, is seeking an Environmental Planner to support MVPC environmental programs in the region, including clean energy planning, stormwater management, water quality programing, open space planning, and low impact development. Joanna Toole/Global Ghost Gear Initiative Internship - The Center for Coastal Studies (CCS) in Provincetown is seeking applicants for a six-month internship in memory of Joanna Toole, a co-founder of the Global Ghost Gear Initiative (GGGI). This internship for young women includes three months of field work addressing abandoned, lost, and discarded fishing gear and marine debris on Cape Cod and three months working with GGGI to focus on lost and abandoned fishing gear through domestic and international policy, as well as corporate engagement. Emergency Management Training Needs Assessment - The Northeast Emergency Management Training & Education Center (NEMTEC), in coordination with the Massachusetts Emergency Management Agency (MEMA), is seeking input from local, regional, state, and federal stakeholders (emergency response organizations, private industry, nongovernment organizations, healthcare facilities, educational institutions, military organizations, municipal government, environmental protection agencies, natural resources agencies, and public works/utilities agencies) on the training needs of emergency management professionals throughout New England. Results will assist in the development and delivery of no-cost training for these professionals. Coastal Fellowships - NOAA’s Office for Coastal Management is seeking applicants for the Coastal Management Fellowship and the Digital Coast Fellowship, which provide education and training opportunities in coastal resource management and policy for post graduate students. Fellowship applicants are considered for both programs, and any U.S. citizen that has received or will receive a graduate degree in environmental studies, natural resource management, marine science, or other related fields between August 1, 2022, and July 31, 2024, is eligible to apply. NOAA Fisheries and Sea Grant Fellowship - The National Marine Fisheries Service-Sea Grant Joint Fellowship Program in Population and Ecosystem Dynamics and Marine Resource Economics places and supports Ph.D. students in research-based fellowships for up to three years. Woods Hole PEP Program - The Woods Hole Partnership Education Program (PEP) is seeking applicants for 10-week summer internships in Woods Hole for undergraduate students in underrepresented groups in the marine and ocean sciences with a desire to gain practical experience in marine and environmental sciences. The program consists of a four-week course in global climate change and a 10-week research project in Woods Hole. For more information and to apply, see the Preparing to apply web page. NOAA Ocean Guardian Youth Ambassadors - NOAA is seeking youth aged 13-18 with a passion for the ocean and natural environment to apply to become NOAA Ocean Guardian Youth Ambassadors. Accepted Ambassadors will attend quarterly webinars to learn about the National Marine Sanctuary System, lead an environmental and ocean conservation project in their community, and share knowledge and skills with their peers and community. Coastal Wetlands Scholarship - The Garden Club of America is seeking applicants for the Coastal Wetlands Studies Scholarship, which will provide a $5,000 stipend to one graduate student to support field-based coastal wetland research in the United States. Applications are due by January 15, 2024.

Thoreau Foundation Scholarships - The Henry David Thoreau Foundation is now accepting applications from top Massachusetts high school seniors who plan to study environmental issues in college for their Undergraduate Scholarship Program. Selected students will receive a four-year scholarship up to $25,000, eligibility for an environmental internship stipend, and access to the scholar alumni network. Applications are due by February 1, 2024.

Campus RainWorks Challenge - The U.S. Environmental Protection Agency Office of Water has announced the 2024 Campus RainWorks Challenge, a “green infrastructure” design competition for undergraduate and graduate students. Student teams, working with a faculty advisor, will submit designs, a project narrative, and a letter of support for a proposed project that effectively manages stormwater for their campus using practices that restore or mimic natural hydrological processes. Winning teams will be awarded cash prizes. Teams can register from January 2-January 31, 2024, and projects must be submitted by May 24, 2024.
