Grant Program Information and Eligibility

The Leading by Example Clean Energy Grant Program – Feasibility Studies (the Program) for State Entities is intended to provide financial support for specific state entity efforts to study the feasibility of technologies and strategies that will result in recommendations or analysis that ideally will lead to the implementation of projects that result in emissions reductions. These feasibility studies can also serve as ‘proof of concept’ for other state and non-state entities; as noted by the Massachusetts Clean Energy and Climate Plan, these types of studies are needed to identify solutions for decarbonizing complex building types and systems. In addition, the Program is designed to support the Executive Order 594 directives for LBE to conduct cross-cutting studies examining key programmatic priorities that will support successful emissions efforts.

Specifically, Program funds will focus on studies that are linked to decarbonization efforts within state buildings and are intended to support state agency efforts to develop and install a range of clean energy technologies at state facilities and are intended to significantly reduce or eliminate onsite fossil fuel combustion, reduce energy use, and/or lower energy costs. Basic details of this Program Opportunity Notice (PON) are below. 

Award Up to $75,000 per study, maximum $100,000 award per entity per 6-month period.
Eligibility State entities including executive branch agencies, state institutions of higher education, and quasi-public authorities.
Feasibility Strategies and Technologies Renewable thermal, innovative solar, renewable CHP fuels, energy resilience, energy storage, long-range decarbonization roadmaps, other clean technologies or strategies that target reductions in energy use, emissions, and fossil fuels.
Schedule Applications will be accepted on a rolling basis and studies should target completion of any study within six months, but longer durations may be requested.

Application Form and Required Documents

All applicants shall complete the “LBE Feasibility Study Grant Application Form” and submit electronically via COMMBUYS.

Application forms, scopes of work, or additional documentation may be submitted to Ryan.Kingston@mass.gov but will not be evaluated until confirmation of a COMMBUYS submission of required documents is received.

DOER reserves the right to request additional information following application submittal during the evaluation process. In order to increase replicability and provide valuable insights to other entities, awarded applicants will be asked to release a copy of the final study content to DOER within a reasonable timeframe following its completion.
