Covered Buildings List for Massachusetts' Large Building Energy Reporting (LBER) policy.

The below list is the FINAL Covered Buildings List (CBL) for the Large Building Energy Reporting policy. This is the list of Buildings that must report their Energy Usage under LBER for 2025.  DOER will send this list to Distribution Companies and Municipal Utilities that provide natural gas, electricity, and steam.  Owners of buildings on the list must also report any non-utility provided Energy Usage to DOER, like propane, oil, or solar, for example.

Building owners and agents can find their buildings on the list below, note the listed Universal Building IDentifier (UBID) associated with their building, and use it to claim their building. Owners claiming their building ensures that they can comply with the LBER law, manage their buildings' record(s), and get up-to-date information on policy changes and compliance activities. Final Covered Buildings List (CBL)

The buildings on this list were sent to the utility companies for reporting.  Owners can still claim buildings on the list and dispute inclusion of buildings on the list.  If a building is successfully removed from this year's list, DOER will still receive its usage but may not publish its data in October.
