How to respond to your Large Building Energy Reporting Letter
The Details
What you need
You will need the letter you received about Large Building Energy Reporting or the Building's Unique Building Identifier (UBID) found on the Covered Buildings List and documentation of your delivered fuel or renewable energy generated on-site. Unless you choose to report yourself, your utility will report electricity and gas use for you.
Official LBER letters will be printed on Commonwealth of Massachusetts letterhead, which displays the state seal on the top-left of the first page. Be aware that companies occasionally mail building owners selling services to assist Building Owners with LBER submissions. Complying with LBER is free for building owners. In addition, to comply, most building owners only need to register with the program (“claim their building”) and utilities will automatically report for them. Please verify that you need to report (by claiming your building) before paying any company.
How to respond
Responding to your letter online via the Knowledgebase is the fastest and easiest way to begin complying with LBER. Using the "New Ticket" option on the left side of the Knowledgebase, you can submit a ticket to take the following actions:
- Claim your building - Provide your contact information as the owner or manager of a Covered Building.
- Designate a reporting method - Indicate if you wish for DOER to request your electricity and natural gas usage data from your utility company (the Automated Reporting Method) or indicate that you wish to self-report energy usage data (the Self-Managed Reporting Method).
- Update your building's information - Make corrections to the street address or gross floor area listed on the Covered Buildings List.
- Designate your buildings as a campus
- Dispute your building's listing - If you own the Building but you think it is not greater than or equal to 20,000 square feet. Provide proof of the size of the Building in your form.
- Request an exemption - If your Building is over 20,000 square feet, but fits one of the exemptions listed on the form, your building can be made exempt from reporting requirements for the current Compliance Year.
- Ownership change form - Use this option if your building was bought or sold and you need to update the name of the building's owner.
- Add a missing building to the Covered Buildings List - Use this option if your building is greater than or equal to 20,000 square feet but it is not on the current Covered Buildings List. The LBER team will add your building(s) to the program and send you a Unique Building Identifier (UBID) for each building you add.
- Ask general questions about the policy, your building's compliance status, or anything else related to LBER.
- Request a phone call from an LBER team member.
If you are unable to use the online form, you can call the LBER helpdesk at 888-383-8541 with questions.
If you are unable to use the online form and need to respond to your letter by mail, you can mail your question to the address below. Please note, the response time to mailed inquiries will be significantly higher than for online inquiries.

Reporting your building's energy use
Utilities will provide gas and electric use data to DOER annually by May 30th.
Building owners with reporting requirements must share their energy use data with DOER by June 30th annually.
