In October of 2020, the Executive Office of Health and Human Services (EOHHS) implemented the Direct Care Cost Quotient (DCC-Q) as a regulatory requirement to hold facilities financially accountable for prioritizing the support of direct care staff through revenue spent. The requirement applies to all nursing facilities participating in the Massachusetts Medicaid (“MassHealth”) program. The DCC-Q requirement was a component of the Nursing Facility Accountability and Supports Package 2.0, a larger package of long-term reforms to promote a higher standard of care and improved infection control.
