225 CMR 23.00 contains the Stretch Energy Code (Stretch Code) and Municipal Opt-in Specialized energy code (Specialized Code) for commercial, multi-family, and all other construction. The Stretch Code is an overlay appendix to the "base" building energy code which emphasizes energy performance, as opposed to prescriptive requirements, and is designed to result in cost-effective construction that is more energy efficient than that built to the "base" energy code. The Specialized Code is an overlay appendix to the "base" building energy code which is required by M.G.L. c. 25A, § 6 to help achieve Massachusetts greenhouse gas emission limits and building sector sub-limits and is designed to ensure that new construction is consistent with a net-zero Massachusetts economy in 2050, primarily through a combination of energy efficiency, that it in turn enables reduced heating loads, and efficient electrification.
