Pharmacy reporting and data submission

Learn about the requirements for pharmacies to report to the PMP Clearinghouse.

Who must report?

Every pharmacy registered with the Commissioner, that dispenses a controlled substance pursuant to a prescription in Schedules II through V, and Gabapentin (105 CMR 700.012(7)), and any pharmacy in another state, commonwealth, district or territory that delivers such a controlled substance to a person in Massachusetts.

What must be submitted and when?

All information as specified in the PMP Data Submission Dispenser Guide (Version 5.2) | (Word) issued by the Commissioner must be reported to the MA PMP through the PMP Clearinghouse within 24 hours, or the next business day following the most recent transmission. 105 CMR 700.012(1)

Gabapentin prescriptions filled at a VA facility

Pharmacies are required to submit data to the PMP for all dispensations of Schedule II-V medications and Gabapentin, a Schedule VI medication designated by the Commissioner as a drug of concern.  Please note, the Veterans Administration (VA) is limited by statute to report only dispensations of federally controlled substances in Schedules II-V.  Accordingly, Gabapentin prescriptions filled at a VA facility will not appear on a patient’s PMP report.

Reporting Naloxone Dispensations to the Massachusetts PMP

Updated October 5, 2022: To satisfy the pharmacy reporting requirements in M.G.L. c. 94C section 19B, please include naloxone dispensing information with daily submissions to the Massachusetts Prescription Monitoring Program (PMP). This preferred reporting mechanism will replace the annual report to the Department. Submission of naloxone dispensation data to the PMP is for data collection purposes only and will not appear on a patient’s PMP profile.

The collection of a patient ID is not required for Naloxone dispensations. Please see below for additional guidance on naloxone data submission to the PMP.
