State Fleet Electric Vehicles (EVs)

ZEV: zero emission vehicle; BEV = battery electric vehicle; PHEV = plug-in hybrid electric vehicle.

MassEVIP Fleets ⇒ Administered by MassDEP, this rolling grant program supports Massachusetts cities, towns, state agencies, and public colleges and universities in acquiring BEVs and PHEVs for their fleets. BEVs are eligible for up to $7,500 while PHEVs are eligible for up to $5,000.

MOR-EV Trucks and MOR-EV Medium/Heavy-Duty Rebates ⇒ Administered by DOER, the MOR-EV Program provides public fleet rebates for the purchase or lease of pickup trucks between 6,000-10,000 pounds GVWR (gross vehicle weight rating), other Class 2b ZEVs between 8,501-10,000 pounds, and Class 3-8 ZEVs including trucks, vans, and buses over 10,000. Rebate amounts vary by GVWR, and additional funds may be available for ZEVs registered or operating in Environmental Justice communities.

LBE Decarbonization Grant ⇒ Administered by LBE, this grant program provides funding for small to medium system and facility equipment decarbonization projects, including electric utility vehicles.

Federal Tax Credits for EVs ⇒ New ZEVs purchased for public fleets may be eligible for federal Commercial Clean Vehicle tax credits of between $7,500-$40,000. Guidance on how public entities may take advantage of this tax credit is forthcoming.

VEH110 Light & Medium-Duty Vehicles ⇒ This is the statewide contract for light- and medium-duty vehicles; all vehicles in Categories 1-3 must be hybrid, plug-in hybrid, battery electric, or fuel cell electric. Includes minivans, SUVs, light-duty trucks, medium-duty trucks, large passenger vans, cutaway buses and vans, cargo vans, police pursuit vehicles, school buses and 7D vehicles, and wheelchair accessible vehicles.

VEH111 Heavy-Duty Vehicles ⇒ This is the statewide contract for heavy-duty vehicles, road maintenance, and construction equipment. Includes trucks, heavy equipment, paving/road equipment, utilities service equipment, buses, snow removal, and trailers.

State Fleet EV Charging Infrastructure

LBE Fleet EVSE Deployment Grant ⇒ Administered by LBE, this grant program provides funding for up to 100% of the costs of fleet EV charging station equipment, installation, pre-wiring, and several years of maintenance and data packages.

MassEVIP Workplace & Fleet Charging Incentives ⇒ Administered by MassDEP, this grant program supports the acquisition of EV charging stations for employee or fleet use.

MassEVIP Public Access Charging Incentives ⇒ Administered by MassDEP, this grant program supports the acquisition of EV charging stations for public access.

MassEVIP Multi-Unit Dwelling & Educational Campus Charging Incentives ⇒ Administered by MassDEP, this grant program supports the acquisition of EV charging stations for multi-unit dwellings and educational campuses.

National Grid Electric Vehicle Charging Station Program ⇒ Administered by National Grid to conduct and cover the costs of infrastructure work and associated EV charging equipment.

Eversource's EV Charging Station Program ⇒ Administered by Eversource to conduct and cover the costs of infrastructure work needed for EV charging equipment installation.

Federal Tax Credits for EVSE ⇒ EVSE installed in designated low-income communities or non-urban census tracts are eligible for 6%-30% cost coverage. Guidance on how public entities may take advantage of this tax credit is forthcoming.

VEH102 Advanced Vehicle Technology Equipment, Supplies, and Services ⇒ This is the statewide contract for EV charging equipment, hardware, software, and installation and ancillary services. 

Other EV Charging Infrastructure Funding

MassEVIP Charging Station Grants ⇒ Administered by MassDEP, these grant programs support the acquisition of EV charging stations for campuses (MassEVIP MUD and Educational Campus Charging), and the general public (MassEVIP Public Access Charging).

National Grid Electric Vehicle Charging Station Program ⇒ Administered by National Grid to conduct and cover the costs of infrastructure work and associated EV charging equipment.

Eversource's EV Charging Station Program ⇒ Administered by Eversource to conduct and cover the costs of infrastructure work needed for EV charging equipment installation.
