Grant Program Information and Eligibility

Leading by Example Executive Order 594: Decarbonizing and Minimizing Environmental Impacts of State Government (EO 594), sets near-term targets for both electric vehicle (EV) charging stations and state fleet electrification. DOER recognizes that sufficient charging infrastructure will be necessary to ensure that state fleet managers are comfortable transitioning to electric vehicles, particularly those that run solely on electricity. The Leading by Example Clean Energy Grant Program – Fleet EVSE Deployment 2.0 (Program) for eligible state entities serves to support Electric Vehicle Supply Equipment (EVSE) availability at state facilities in preparation for the anticipated transition of the state fleet to electric vehicles, particularly since new fleet EV acquisition requirements went into effect on July 1, 2022, in accordance with EO 594.

This Program is pursuant to funding from the Executive Office of Energy and Environmental Affairs through Chapter 268 of the Acts of 2022. This Program is intended to complement new efforts at the Division of Capital Asset Management and Maintenance (DCAMM) that are targeting deployment of fleet EV charging at high-priority locations identified by the  Office of Vehicle Management (OVM). Funding available under this Program will be targeted toward state facilities and use-cases that are not otherwise under DCAMM’s jurisdiction or being managed by DCAMM EVSE installation programs. 

Basic details of this Program Opportunity Notice (PON) are below. 

Award

Eligible entities may receive a maximum of up to $300,000 in total grant funds from this Program.

Eligible entities pursuing mobile charging as a service may only apply for Program funding to cover costs for a period of up to twelve (12) months at a time. Following the end of this period, entities may apply for additional funding. Eligible entities are eligible to receive up to $12,500 per electric vehicle per year, with a maximum of $50,000 per year per eligible state entity.

Entities that allocate a minimum number of EV charging stations to be installed under this program in Environmental Justice neighborhoods may receive an additional $25,000 above the total grant fund cap.

Eligibility

State entities that are eligible for funding under this Program include those that are subject to the EV and EVSE requirements of EO 594 and other state entities with fleets transitioning to electric vehicles, including Executive Branch agencies, non-Executive Branch agencies, quasi-public authorities, and public institutes of higher education. Owned or leased facilities are eligible for grant funding pursuant to all applicable program requirements in Section 6 of this PON.

Funding will be limited to supporting fleet EV charging for leased sites, non-Executive Branch agencies, qualifying entities with fewer than ten vehicles, and other Executive Branch fleet locations that are not otherwise funded by DCAMM’s EVSE installation programs.

Eligible Program Funding Costs

Fleet EVSE costs that are eligible for program funding include but are not limited to:

  • Networked and non-networked Level 1 or Level 2 AC EVSE
  • Portable or plug-in EVSE
  • Level 1 charging ports and Level 2 charging ports
  • Direct Current Fast Charging (DCFC)
  • Site assessment costs
  • Installation costs, including but not limited to panel upgrades, trenching, submeters, and infrastructure upgrades
  • EVSE commissioning costs
  • Pre-wiring for additional EV-ready and/or EV-capable parking spaces
  • Mobile EV charging equipment and services

Prepaid maintenance and data packages that can be procured at time of equipment and installation that cover a period of up to three (3) years that are eligible for program funding include but are not limited to:

  • Network software and data reporting packages
  • Maintenance packages
  • Extended warranties
Requirements

Schedule Applications will be accepted and reviewed on a rolling basis until September 15, 2024. Funds must be encumbered by December 31, 2024. EVSE deployment projects must be complete within 6 months of a grant award.

LBE staff is available to support EVSE projects prior to grant application submission, including supporting development of project Scopes of Work and reviews of bids. Potential applicants are encouraged to contact LBE-Grants@mass.gov prior to submitting a grant application to confirm eligibility and availability of funds.

Grant applications and required accompanying materials (e.g., EVSE bidder responses, lease terms, etc) must be sent to LBE-Grants@mass.gov to be formally evaluated and considered for an award.

Application Process and Required Documents

Process

Step 1: Confirm Eligibility. Eligible entities are encouraged to contact LBE prior to soliciting project quotes and completing an application to ensure the entity and potential project are eligible for LBE funding.

Step 2: Solicit Quotes.

  • EVSE at State-Owned or Leased Facilities: Prior to submitting a grant application, entities should identify site(s) for EVSE deployment and solicit at least three proposals from vendors that includes all cost information for which the applicant is requesting funding.  When soliciting proposals, applicants may want to refer to scope of services templates developed by LBE before requesting bids. Proposals should include an itemized cost breakdown of the following: equipment costs, installation costs including labor and non-labor costs, up to three years of data and maintenance costs (where appropriate), make-ready spaces, and other relevant costs necessary for the successful deployment of EV stations.
  • Mobile Charging: Entities should solicit quotes for any equipment and/or services to provide mobile charging to their desired location(s). Such quotes should include a total cost for the term period of up to 12-months.
  • Other Charging: Applicants must follow applicable procurement and construction guidelines to solicit quotes for work not otherwise covered under this Program.

Step 3: Complete Application. Applicants must complete Attachment A and include any project costs for which they are seeking funding. The cost proposal from the selected vendor must be attached and submitted alongside Attachment A. For leased facilities, applicants must include required attachments detailed in Section 6.

Step 4: Submit Application. Applications and attachments must be submitted to LBE-Grants@mass.gov.

Step 5: Notify Vendors. From the time of application submission, it may take up to 90 days for a final contract to be executed between DOER and the applicant. Applicants are encouraged to notify vendors that applications are under review to ensure quotes remain valid. DOER will notify applicants as soon as grants are approved and will work with applicants to execute a contract or ISA.
