Information on Gas Supply and Delivery Charges

The gas supply rate, or Cost of Gas Adjustment factor (GAF), and the Local Distribution Adjustment factor (LDAF) are semiannual rates charged by regulated Massachusetts gas companies.

The DPU’s Role in Gas Rates

The DPU’s role in reviewing the gas companies’ requests is limited. When the gas companies submit their winter gas rate adjustments, it is the DPU’s job to ensure that all the information provided by the companies is accurate and that the projected costs the companies request for the gas they purchase do not include any costs other than what they’ve paid for it. The DPU can deny or adjust the costs proposed by the companies only if the information is not accurate or is inconsistent with regulations.  This recovery occurs on a dollar-for-dollar basis, meaning that the gas companies do not make a profit from the sale of the gas purchased. Customers of a gas company pay the exact amount it costs the company to acquire the gas, without any mark-up. 

Gas Supply Rate Information (GAF)

The gas companies purchase natural gas on behalf of their customers and pay the market-based price. The DPU does not regulate the price of gas, as the price is determined by the market since Congress deregulated the price of gas in 1989. The cost of the gas adjustment factor, or GAF, is the rate charged (per therm) by gas companies to recover the cost to buy and transport gas supply to Massachusetts.  Find your gas company.

The cost of gas is composed of the following components:

• The cost of the natural gas purchased at price determined by competitive gas markets;

• Transportation costs to deliver the gas from its source area through pipelines into Massachusetts, which are recovered through rates set by the Federal Regulatory Energy Commission (FERC);

• The cost of storage facilities and the gas that is stored in summer and used in winter;

• The cost of liquefied natural gas (LNG) that is used on cold days to ensure homes and buildings are properly heated; and

• The reconciliation component: If gas companies under-recover in the prior winter (because actual costs are higher than projected costs), they recover those costs with interest. If there is an over-recovery of costs, the companies give it back to customers with interest. 

GAF Rate Schedule

Peak period (or winter) rate: November 1 through April 30.

Off-peak period (or summer) rate: May 1 through October 31.

GAF Revisions

While the approved GAFs are meant to cover an entire 6-month period, they may be revised during that time due to the change in the market price for natural gas or other factors.  A gas company may, at any time, submit an amended GAF filing to the Department of Public Utilities (DPU). The gas company must submit the amended GAF filing 7 business days before the first billing cycle of the month in which the new rate would take effect.  220 CMR 6.12. If the DPU approves the amended GAF, we will post an update to this page and label the gas company's GAFs as REVISED. 

Gas Delivery Charges

The local distribution adjustment factor, or LDAF, is a critical component to ensure the gas heating your home is provided safely while meeting legislative regulations, such as the costs for energy efficiency measures offered by your utility, and the costs to provide rate assistance to income eligible customers.  

LDAF Rate Information

The LDAF, is the rate charged by gas companies to recover costs related to:

• energy efficiency,^*
• environmental response,
• Attorney General consultants,
• residential assistance, and
• gas system enhancement replacement program.

Part of the LDAF charge supports the funding of discounts for income-eligible households, helping them afford their energy needs without undue financial stress. These programs are also known as Residential Assistance programs. The gas companies offer different programs to help income-eligible families and customers manage their energy bills, save energy, and access additional assistance. This includes a discount rate on gas for qualifying customers and financial assistance to customers enrolled in the Home Energy Assistance Program (HEAP). 

^*The Department directed all local distribution companies to present the energy efficiency surcharge, or EES, as a separate line item on customer bills beginning in the 2025/2026 heating season in D.P.U. 24-140 through D.P.U. 24-149, at 259. The LDAF rates outlined below include the EES, rather than presenting it as a separate component.
