Highlights

Storm Unearths Shipwreck on Nantucket - On September 26, the early season nor’easter unearthed the remains of a shipwreck on the south shore of Nantucket eroding out of the sands of Miacomet Beach. The Massachusetts Board of Underwater Archaeological Resources (BUAR) reviewed photographs from the Egan Maritime Institute and other partners on the island. Based on the location, wood type, and fasteners used in building the ship, BUAR determined that the vessel remains are likely from the Warren Sawyer, although they may not be the same timbers previously found near this site. The Warren Sawyer was a 131-foot, 380-ton schooner that wrecked near this location on December 22, 1884. On December 2, 2022, a 40-foot-long bow section from a hull was found, and on February 9, 2023, a 15-foot section of a stern was also found nearby—both of which are likely from the Warren Sawyer. BUAR will be conducting a site visit to evaluate and tag the wreckage as part of the Shipwreck Tagging Archaeological Management Program (STAMP), which was started by the Florida Public Archaeology Network (FPAN) in 2019 and has since been adopted by the National Park Service and several other states, including Massachusetts. This wreckage will be among the first to be tagged by BUAR as part of STAMP and will allow BUAR to track tagged timbers through space and time as they uncover, move, and rebury along the shore. Shipwreck remains and other underwater archaeological resources belong to the Commonwealth of Massachusetts, and it is illegal to collect or damage remains, which can be extremely fragile. To document finds, BUAR maintains the Shoreline Heritage Identification Partnerships Strategy (SHIPS) program. Storm Team Activated for September Nor’easter - CZM activated the Coastal Storm Damage Assessment Team (Storm Team) to document coastal impacts for the September nor’easter. The Storm Team is a network of public officials led by CZM that covers the Massachusetts coast during and after storms to collect and relay information on storm damage. Over 30 Storm Team members and community volunteers submitted 155 reports—mostly of splashover, shallow flooding of coastal roads and parking lots, and minor erosion—in 29 coastal communities (Barnstable, Beverly, Boston, Brewster, Chatham, Cohasset, Dartmouth, Duxbury, Eastham, Edgartown, Gloucester, Hull, Lynn, Marshfield, Mashpee, Nantucket, New Bedford, Newbury, Newburyport, Rockport, Salisbury, Sandwich, Saugus, Scituate, Tisbury, Truro, Wellfleet, Westport, and Yarmouth). Storm Team reports are submitted through MyCoast: Massachusetts. See the search reports page (which can be filtered by date) for photographs of the damage from September 25-29.

Mashpee-Wakeby Boat Ramp Celebration - On September 16, CZM joined partners including the Massachusetts Department of Fish & Game (DFG) Office of Fishing and Boating Access (OFBA), Town of Mashpee, and Association to Preserve Cape Cod (APCC) at a ribbon cutting at the OFBA boat ramp on Mashpee-Wakeby Pond. The event celebrated new green stormwater infrastructure (which uses natural processes to collect and filter runoff) and public access improvements at the boat ramp. The project is the result of an $820,000 investment—including three Coastal Habitat and Water Quality (CHWQ) Grants for design, permitting, and construction of green stormwater infrastructure to treat stormwater pollution, reduce flood risks, and boost habitat for pollinators—along with OFBA, APCC, and private funding. Green stormwater infrastructure installed at the site includes multiple bioretention areas that use plants and soils to capture and filter runoff from the steep slope and underground chambers below the parking lot that store and slowly infiltrate runoff during larger storms. Additionally, reconstruction of the parking lot and accessibility improvements will provide a better experience for visitors. This successful project can now serve as a model for other similar sites looking to manage stormwater to keep coastal waters clean. For more information, see the press release. REMINDER: Fiscal Year 2028 ECO One Stop Expression of Interest Period - The Executive Office of Energy and Environmental Affairs (EEA) is running the Expression of Interest (EOI) period for the Fiscal Year (FY) 2028 ECO One Stop grant round through October 16. CZM’s Coastal Resilience and Coastal Habitat and Water Quality Grants are included in the ECO One Stop.

  • EOI Process - Interested applicants can submit an optional, but recommended, EOI form to receive feedback on potential projects from relevant grant program staff before the formal application period begins in early 2027. This year, potential applicants can submit up to two EOIs (the equivalent of two project ideas), with the exception of Regional Planning Agencies, which can submit up to four. EOIs must be submitted by the end of the day on October 16. See the FY28 ECO Expression of Interest page for more information. Please note that due to EEA’s capacity and out of fairness to other potential applicants, grant staff may not be able to provide feedback on project ideas submitted after the EOI deadline.

Coastal Habitat and Water Quality Grants - Featured Project - The Association to Preserve Cape Cod has completed work on a project to reduce stormwater runoff pollution at two public boat ramp landing sites along Scargo Lake in Dennis, which was funded (in part) through two CZM CHWQ Grants. Before this project, stormwater from parking lots at the boat ramp had little to no treatment before flowing into the lake. Now, green stormwater infrastructure (methods that use natural processes to collect and filter stormwater) has been installed to capture and filter nutrients, bacteria, and other pollutants. From design to permitting to installation of the solutions, CZM worked with project partners—particularly APCC and the Town of Dennis—to improve water quality in the area. COASTSWEEP—Still Plenty of Time to Get Involved! - The annual statewide COASTSWEEP beach cleanup organized by CZM continues well into November—so there’s plenty of time to join a cleanup or sign up to be a local cleanup coordinator for your favorite beach, marsh, dive site, and riverbank. As part of Ocean Conservancy’s International Coastal Cleanup—which draws hundreds of thousands of volunteers to coastal cleanups in 108 countries worldwide—COASTSWEEP volunteers remove trash and other marine debris and record data about what they find. This information is entered into Ocean Conservancy’s marine debris database to help improve understanding of sources and develop solutions for prevention. Calls for MyCoast Storm Reports - In a September 25 press release on the nor’easter storm preparation, Governor Healey highlighted that CZM’s Storm Team would be collecting photographs of storm damage and encouraged residents to use MyCoast: Massachusetts to report coastal storm impacts in their communities. CZM also posted announcements on Instagram, Bluesky, and Twitter/X asking the public to participate. These calls to action resulted in 81 new MyCoast users. Reports submitted to MyCoast of extreme high tides, coastal storm impacts, and living shoreline projects help increase awareness of flooding, erosion, and other coastal hazards and inform storm response and coastal management decisions. CZM Staff and People

CZM South Shore Regional Coordinator - On September 18, Jason Burtner—CZM’s South Shore Regional Coordinator—retired after 27 years at CZM. Hired in 1999 as the Coastal Pollution Remediation (CPR) Grant Program Coordinator, where he managed this grant program established in 1994 by the Massachusetts Legislature to help communities identify and improve water quality impaired by nonpoint source pollution, he then became South Shore Regional Coordinator in 2001. In this role, Jason served the coastal communities from Hingham to Plymouth, providing technical assistance to towns on a variety of topics, as well as performing detailed regulatory review of proposed projects and providing grant assistance to towns and local stewardship organizations. Highlights of Jason’s career at CZM include spearheading the Straits Pond Restoration Project that restored tidal exchange to a severely degraded 94-acre coastal salt pond, which at the time was the largest tidal restoration project in the Commonwealth; shepherding multiple Coastal Resilience Grants with the Duxbury Beach Reservation, Inc., leading to more than $2 million in funding to design, permit, and construct a 2,750-foot beach and dune nourishment project to provide increased storm damage protection and flood control to Duxbury Bay; and playing leadership roles with the South Shore Conservation Commission and Coastal Resiliency Networks, regional regulatory and coastal resiliency informational sharing networks, and the annual Climate Change and Sea Level Rise Symposium for Marshfield 8th grade students. Jason has been an integral member of the CZM team, and he will be missed. Good luck with your next chapter, Jason!

New South Shore Regional Coordinator - On September 28, CZM welcomed Kathleen Mason in her new role as CZM’s South Shore Regional Coordinator. Kathleen has been with CZM since February 2024 as a Coastal Habitat and Water Quality Specialist. Kathleen will now lead CZM’s South Shore Regional Office in Scituate, covering the coastal communities from Hingham to Plymouth and serving as a liaison with federal and state programs, coordinating regional initiatives, providing technical assistance, leading CZM’s state environmental and federal consistency review efforts, and overseeing the project management teams for the Coastal Resilience and Coastal Habitat and Water Quality Grants in these communities. Congratulations Kathleen!

Fall Interns at CZM - CZM welcomes the following four interns:

  • Coastal Hazards Intern - Lauren Bostwick brings a strong background in geographic information science and an excitement for community science to this intern position. She will be analyzing MyCoast coastal storm data and conducting community engagement to grow the network of volunteer reporters and fill data gaps. Lauren’s undergraduate research included GIS modeling of community science datasets and communicating geographic patterns and environmental relationships. A call to help a population of feral cats in San Juan, Puerto Rico, prompted Lauren to focus on mapping community observations. She expects to complete a Master of Science in Geographic Information Science at Clark University in May 2027.
  • Coastal Resilience Intern - Laura Del Valle has valuable experience working at the intersection of environmental science, public policy, and community engagement. She will be analyzing Coastal Resilience Grant Program data and deliverables and developing outreach products to help communicate effective resilience approaches. Laura’s work with the National Park Service, state parks, and coastal communities in Puerto Rico shaped her interest in helping cities, towns, and regions address the impacts of coastal hazards. Laura is a 2027 Master of Science candidate in Urban and Environmental Policy at Tufts University.
  • ResilientCoasts Intern - Marisa Sarcia will work closely with the ResilientCoasts team on advancing implementation of regional coastal resilience projects. Her passion for water conservation and community engagement began as she grew up on a lake that was becoming overrun with invasive aquatic weeds, inspiring her interest in water conservation, coastal resilience, and community-driven environmental solutions. Marisa is currently pursuing her Master’s in Sustainability at Tufts University.
  • Working Waterfront Intern - Ramsey Anis will support research on working waterfront needs, resilience, and opportunities to strengthen water-dependent industries and maritime communities. Ramsey is a 2025 graduate of the University of Vermont with a degree in Wildlife and Fisheries Biology and a minor in Political Science. Growing up in Boston, he developed a close connection to the Commonwealth’s coast and previously worked as a lead counselor with The Fishing Academy, where he built relationships with commercial fishers in Boston Harbor and gained experience working as a deckhand.

REMINDER: Expression of Interest Period for the FY 2028 ECO One Stop - The EOI period for the FY 2028 ECO One Stop grant round is now open and EOI forms must be submitted by October 16. CZM’s Coastal Resilience and Coastal Habitat and Water Quality grants are included in the ECO One Stop, along with EEA’s Municipal Vulnerability Preparedness (MVP) Action, Cooling Corridors, Planning Assistance, and Dam and Seawall Repair or Removal grants, and the Massachusetts Division of Ecological Restoration (DER) Culvert Replacement Municipal Assistance and Training Grants. MS4 Municipal Assistance Grant Program - The Massachusetts Department of Environmental Protection (MassDEP) is seeking proposals from groups of Massachusetts cities and towns to expand their efforts to meet Small Municipal Separate Storm Sewer System (MS4) General Permit requirements and reduce stormwater pollution through coordinated partnerships that emphasize resource sharing. For more information, see the MassDEP website. Grant proposals are due by 5:00 p.m. on October 9.

§319 Grants - MassDEP is seeking proposals for the Federal Fiscal Year 2025-2026 Request for Proposals (RFP) for the §319 Nonpoint Source Implementation Grants Program. These grants fund comprehensive projects that address nonpoint sources of pollution affecting water quality. For more information and resources, including a link to the RFP, see the MassDEP website. Proposals are due by October 28 at 4:00 p.m.

Land and Water Conservation Fund Grants - The EEA Division of Conservation Services (DCS) is seeking proposals for FY 2027 Land and Water Conservation Fund Grants, which provide up to $1,000,000 in matching funds to state agencies and local governments to acquire and develop public outdoor recreation areas and facilities. Potential applicants are strongly encouraged to attend one of two grant information sessions: December 2 at 2:00 p.m. on Microsoft Teams and on December 3 at 11:00 a.m. in person at the MassWildlife Field Headquarters in Westborough. National Assessment of Hurricane Wind Risk - The Federal Emergency Management Agency (FEMA) has released Hazus Estimated Average Annual Hurricane Wind Losses for the United States and Caribbean Territories (PDF), a report that quantifies and compares hurricane wind risk along the Atlantic and Gulf coasts, along with the Caribbean territories and Hawaii. The report estimates average yearly losses of over $29 billion (in 2022 dollars) to buildings in these areas due to hurricane winds.

True Blue Fellowship Program - Bow Seat Creative Action for Conservation is seeking youth ages 16-24 to participate in the True Blue Fellowship to use the creative arts to make change in local communities. Up to $2,500 is available for 12 youth-led projects that address the ocean, waterways, and climate. For more information, see the Bow Seat website. Applications are due by November 9.

Ernest F. Hollings Scholarship - The NOAA Office of Education is accepting applications for the Ernest F. Hollings Undergraduate Scholarship, which provides up to $9,500 per year for two years of full-time study and a 10-week paid internship at a NOAA facility during the summer. School Field Trips - The Penikese Island School in Woods Hole offers field trips for local school groups to the 75-acre remote island of Penikese, located 13 miles south of Woods Hole. Penikese Island is a wildlife sanctuary, and these trips are designed to get students out of the classroom and into nature through immersive, place-based experiential learning. Atlantic Highly Migratory Species Art and Calendar Contest - NOAA Fisheries is seeking entries from K-8 students for the Atlantic Highly Migratory Species Art Contest. The theme of the 2027 contest is sustainable fishing of sharks, tunas, swordfish, and billfish, and art should highlight the important role of these species in fisheries, fishing methods and gear types, and/or relevance to fishing communities. Winning artwork is featured in a NOAA Fisheries calendar. Entries are due by January 31, 2027.
