Extended Producer Responsibility Commission

The Extended Producer Responsibility (EPR) Commission is charged with making policy recommendations on specific extended producer responsibility approaches and other strategies for products and packaging categories including paint, mattresses, electronics, lithium-ion batteries, plastics and other packaging.

Pursuant to Section 108 of Chapter 239 of the Acts of 2024, a special legislative commission has been established to recommend to the General Court extended producer responsibility policies for the Commonwealth. The Commission is chaired by the Commissioner of the Massachusetts Department of Environmental Protection (MassDEP) and comprised of a diverse set of stakeholders.

Commission Meetings

The commission shall host not less than 6 public meetings and solicit public comment regarding extended producer responsibility. Not later than January 15, 2026, the commission shall issue initial recommendations and related findings.

Advisory Groups

At its May 21, 2025 meeting, the Extended Producer Responsibility Commission voted to establish two advisory groups: (a) electronics and (b) plastics and packaging. Advisory groups are charged with gathering information on existing extended producer responsibility programs, identifying questions and additional information, and sharing this information with the EPR Commission to assist in developing policy recommendations.

MassDEP will facilitate the advisory groups. While some Commission members will participate, we are also seeking participation from the public. Each advisory group will meet at least twice between June and September 2025. Initial meetings are as follows:
