103 CMR 464.00 establishes Department of Correction guidelines governing work release programs for inmates. The establishment of employment programs for inmates outside correctional institutions is intended to provide inmates with the opportunity to develop positive work habits, learn new, or hone existing, skills, and to provide a means for inmates to earn and save money for use upon release or parole, all of which contribute to successful reentry of inmates into the community. Although not always feasible due to the location of a correctional institution, a work release program offers an inmate the opportunity for employment that may be sustained upon release or parole. 103 CMR 464.00 sets forth the requirements for participation in, and the procedures for, the administration of the work release program.
