Highlights

Coastal Resilience Grants - Request for Responses Released - On May 30, CZM released the Request for Responses (RFR) for the Coastal Resilience Grant Program for grants to coastal communities, eligible nonprofit organizations, and eligible federally recognized and state-acknowledged Massachusetts Tribes to reduce risks associated with coastal storms and sea level rise impacts. Eligible coastal resilience initiatives include planning and public outreach, redesigning and retrofitting vulnerable municipally owned facilities and infrastructure, and non-structural shoreline restoration approaches (such as beach, berm, and dune building; fringing salt marsh restoration; and coastal bank stabilization using bioengineering techniques). Coastal Habitat and Water Quality (CHWQ) Grants - Request for Responses Released - CZM released the RFR for Coastal Habitat and Water Quality Grants on May 10. CHWQ grants fund projects that assess and treat stormwater impacts and support comprehensive habitat restoration planning and implementation activities, including but not limited to:

  1. Efforts to assess, identify, and characterize nonpoint source (NPS) pollution impacts from stormwater runoff to coastal waterbodies.
  2. Design and construction of stormwater structural Best Management Practices (BMPs).
  3. Capacity-building activities—including trainings for municipal staff, bylaw development, and case studies—that support future implementation of green stormwater infrastructure (practices that mimic natural processes to treat contaminants in runoff prior to reaching local waterbodies).
  4. Development of habitat restoration plans, including data collection and synthesis, natural resource assessments, and restoration prioritization work.
  5. Implementation of activities included in a habitat restoration plan completed under previous CHWQ funding, including planning, design, permitting, and construction of priority restoration actions identified in an approved comprehensive restoration plan.
  6. Public outreach as a component of a larger project.

Seeking Local Cleanup Coordinators for COASTSWEEP 2023 - COASTSWEEP is coming! The annual statewide beach cleanup sponsored by CZM will begin in late August—and now is the time to sign up to be a local cleanup coordinator for your favorite beach, marsh, dive site, and riverbank. Volunteers throughout Massachusetts turn out in large numbers each year for this event, which is part of an international campaign organized by Ocean Conservancy in Washington, DC. Participants all over the world collect trash and other marine debris and record what they find. This information is then used to help reduce future marine debris problems. Cleanups can be scheduled from late August into November. To get involved as a cleanup coordinator or to volunteer at a cleanup, see the COASTSWEEP website.

Spring Training Series on Massachusetts Coast Flood Risk Model - This spring, the Executive Office of Energy and Environmental Affairs (EEA) and CZM, with the support of Woods Hole Group, hosted a three-part online training series on the Massachusetts Coast Flood Risk Model (MC-FRM). Intended for beginner to advanced MC-FRM users, the trainings provided details of the model, an overview of products, and guidance on applications and included hands-on exercises. Hurricane Season Is Here - June 1 marks the official start of the Atlantic hurricane season, and the National Oceanic and Atmospheric Administration (NOAA) predicts a near-normal year with 12-17 named storms (see the NOAA May 25 press release). Of those storms, 5-9 are predicted to become hurricanes, 1-4 of which are expected to be major hurricanes with winds in excess of 111 mph (Category 3-5). The NOAA National Hurricane Center website provides regularly updated hurricane information, including a 7-day graphical tropical weather outlook and peak storm surge maps in tropical cyclone advisories. (See the National Weather Service Hurricane and Tropical Storm Watches, Warnings, Advisories and Outlooks web page for information on the difference between watches and warnings for hurricanes and tropical storms.) Now that hurricane season is here, it is time to get prepared and stay prepared for these storms. CZM’s Hurricane Preparedness Kit provides information on protecting yourself and your home, boat, and more, and CZ-Tip - The Complete Guide to Online Hurricane Tracking for Massachusetts covers how to monitor storms heading this way. The Hurricane Safety Tips page from the Massachusetts Emergency Management Agency (MEMA) also provides excellent Massachusetts-specific resources, including links to Be Informed and Receive Emergency Alerts with details on how to access multiple methods of emergency alerts, and Hurricane Evacuation Zones, which provides maps and other information to help determine if you live or work in an evacuation zone and what to do when evacuating.

Grants/Funding/Proposal Opportunities

Coastal Resilience Grant Program - CZM is seeking proposals for innovative and transferable local and regional projects to address coastal flooding, erosion, and sea level rise impacts through the Coastal Resilience Grant Program. For Fiscal Year (FY) 2024, CZM will provide funding and technical assistance to coastal communities, certified 501(c)(3) nonprofit organizations that own vulnerable coastal property that is open and accessible to the public, and federally recognized and state-acknowledged Massachusetts Tribes. Eligible project types include evaluating vulnerabilities and risks, public outreach, redesigning and retrofitting vulnerable municipally owned facilities and infrastructure, shoreline restoration, and proactive planning projects. Applicants may request up to $2 million in funding per project. Projects must be completed by June 30, 2024—or by June 30, 2025 (FY25) for projects selected for an extended contract, depending on the proposal and Executive Office of Energy and Environmental Affairs (EEA) funding decisions. The question and answer period for the RFR is open until 4:00 p.m. on June 13. Please submit questions to patricia.bowie@mass.gov. Coastal Habitat and Water Quality Grants - CZM is seeking proposals for Coastal Habitat and Water Quality Grants. Municipalities within the Massachusetts Coastal Watershed, along with certified 501(c)(3) nonprofit organizations, regional planning agencies, and stormwater collaboratives in partnership with municipalities, are eligible to apply for funding to assess and remediate stormwater pollution and support comprehensive habitat restoration planning and implementation. Activities to increase capacity for future implementation of stormwater green infrastructure, including development of stormwater bylaws, maintenance trainings for municipal staff, and project case studies, are also eligible. Public outreach may be funded as a component of a larger project. In addition, applicants with completed habitat restoration plans funded with a previous CHWQ Grant can apply for restoration implementation funds. Grant awards for assessment, restoration planning, and design projects are estimated to range between $50,000-$100,000, while awards for implementation projects are estimated to range between $100,000-$800,000. Match is optional but recommended up to 25% of the total project cost. To view the RFR and download required forms, see the COMMBUYS website. Proposals are due by 5:00 p.m. on June 16. Stormwater and Natural Infrastructure Grants - EPA and the Southeast New England Program (SNEP) are seeking applications for SNEP 2023 Stormwater and Natural Infrastructure Grants for climate-resilient and nature-based infrastructure, habitat restoration and protection, and planning to support efforts to address poor stormwater and development practices. Projects should support the goals and priority actions of the SNEP Strategic Plan for the coastal watershed of Rhode Island and Southeastern Massachusetts (see map). Up to six cooperative agreements—ranging from $400,000-$600,000 and up to five years in length—will be funded. On June 1, EPA will host an informational webinar on the grants. Applications must be submitted by June 30 (use the “apply” button on the Grants.gov page for this grant opportunity).

PROTECT Discretionary Program - The U.S. Department of Transportation is seeking applications for the Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) Program to fund projects that address the climate resilience of surface transportation systems and include nature-base solutions. For more information, including a grant webinar recording, see the PROTECT web page. Submit applications by August 18 (use the “apply” button on the Grants.gov page for this grant opportunity).

  • Parks and Conservation Grants - The EEA Division of Conservation Services is seeking applications for the FY 2024 Parkland Acquisitions and Renovations for Communities (PARC), Local Acquisitions for Natural Diversity (LAND), and Conservation Partnership grants. PARC grants help communities acquire parkland, develop new parks, and renovate existing parks. LAND grants provide funds to municipal conservation commissions to purchase conservation land. Conservation Partnership grants provide funds to non-profit organizations for land acquisitions. PARC and LAND grant applications are due by 3:00 p.m. on July 13. Conservation Partnership applications are due by 3:00 p.m. on July 17.
  • NOAA Planet Stewards Project Funding - The NOAA Planet Stewards program is seeking proposals from educators for up to $5,000 to support hands-on stewardship projects that build science literacy in elementary- through college-age students and the general public. Projects should focus on conservation, restoration, and/or protection of human communities and/or natural resources in one of four focus areas—marine debris, habitat conservation and restoration, carbon footprint reduction, or carbon sequestration. Environmental Studies Program Hub - The Bureau of Ocean Energy Management (BOEM) has launched the new Environmental Studies Program Hub, an online platform that provides access to BOEM’s collection of ocean science research in the biological, chemical, physical, and social sciences.

Products/Publications

Natural Resources Analysis for Cape Cod - The Association to Preserve Cape Cod (APCC) has released Hanging in the Balance: An Urgent Call for Protecting Cape Cod’s Natural Resources, a report that provides a comprehensive analysis of key natural resources on Cape Cod, including past and present impacts to natural resources, current threats, case studies, and recommended actions to preserve and restore these resources.

Annual Citizen Science Monitoring Report - The North and South Rivers Watershed Association (NSRWA) has released their first Annual Citizen Science Monitoring Report, which summarizes data from 2022 NSRWA projects that counted herring numbers, monitored spawning horseshoe crabs, collected water samples, measured marsh changes, and more. Data were primarily collected through the efforts of citizen scientists. NSRWA plans to produce these reports annually and encourages volunteers to get involved with citizen science.

Educational Sand Dune Signs - Woods Hole Sea Grant and the Cape Cod Cooperative Extension are offering new signs for beach managers to encourage visitors to protect the dunes by using designated pathways. The signs, which are free to towns and nonprofits while supplies last, are fabricated using durable aluminum and are available in multiple designs that feature artwork from a 2022 student art contest. Coastal Impacts - The May 2023 issue of Coastal Impacts, the newsletter of Woods Hole Sea Grant, includes stories on the potential release of wastewater from the Pilgrim Nuclear Power Station, a study of the impacts of catch and release fishing on striped bass populations, the return of river herring populations, and other Woods Hole Sea Grant news and updates.

Massachusetts Lobstermen’s News - The May 2023 Newspaper (PDF, 13 MB) from the Massachusetts Lobstermen’s Association (MLA) includes recent comments submitted to the Atlantic States Marine Fisheries Commission on amendments to the American Lobster Fishery Management Plan, an article on the BOEM offshore wind lease process in the Gulf of Maine, MLA updates, and other lobster news.

Neponset River Watershed News - The May Watershed Update from the Neponset River Watershed Association includes details on the start of the 2023 Community Water Monitoring Network season, a celebration of new public space along the river in Hyde Park, river cleanup dates, and other Neponset River news, upcoming events, and watershed updates.

NOAA HabitatNews - The May 2023 issue of HabitatNews, a newsletter of the NOAA Fisheries Office of Habitat Conservation, includes articles on fisheries management with an ecosystem focus, an ocean fish restoration project in the Gulf of Mexico, and other marine fisheries habitat news.

Decisions

Decision Issued on Harbor Plan for Salem - On May 17, the Decision on the Request for Approval of the Salem Municipal Harbor Plan Renewal and Designated Port Area Master Plan (PDF, 711 KB) was issued by the Secretary of EEA. The 2023 renewal encompasses the Salem shoreline and adjacent landside areas between Winter Island and Palmer Cove, as well as an area adjacent to the North River. Building off the City’s past waterfront successes, this renewal establishes a vision for the future of Salem Harbor that is consistent with previous community visioning processes. This plan renewal seeks to protect and enhance the economic, environmental, historic, and cultural resources related to Salem Harbor and the North River, and to achieve a balance between the residential and business needs of the adjacent neighborhoods, opportunities for the entire city, and the value of the Port of Salem as a regional economic resource. The new Municipal Harbor Plan also includes a Designated Port Area (DPA) Master Plan that details a strategy to preserve and enhance the capacity of the DPA to accommodate water-dependent industries and prevent substantial displacement of these activities by non-water-dependent uses. The Secretary’s Decision approves the Plan with modifications and conditions to ensure that sufficient space along the water’s edge will be devoted exclusively to water-dependent use and public access and that conditions of the ground-level environment will be conducive to water-dependent activity and public access. Offshore Wind in the Gulf of Maine Comment Opportunity on BOEM Planning Process - BOEM has issued a Call for Information and Nominations (Call) for commercial leasing of offshore wind power in the Gulf of Maine. The BOEM planning process includes sequential stages to identify and refine potential lease areas where each stage involves public notice and comment periods to solicit information on data, uses, and areas of compatibility or conflict. This comment period provides an opportunity for stakeholders to provide feedback on the Call Area. Information collected will inform the delineation of draft Wind Energy Areas by BOEM. The Call also allows offshore wind developers a chance to nominate areas of interest for offshore wind development. For more details, see the Federal Register Notice (PDF, 504 KB). All comments are due by June 12.

Open Space Protection Manager - The Town of Ipswich is seeking a part-time Open Space Protection Manager to administer the community’s open space acquisition program and initiatives, in coordination with municipal boards and committees and the Planning Department. Sea Education Association Positions - The Sea Education Association (SEA) in Woods Hole is seeking applicants for two new positions. The Admissions and Financial Aid Manager will work with the enrollment team to coordinate admissions and financial aid systems and processes to meet annual enrollment goals of SEA. The Executive Assistant to the President will provide support to senior management, oversight of administrative functions of the office, and engagement and outreach to donors.

Summer Wetland Research Field Assistant - The Woodwell Climate Research Center in Falmouth is seeking a full-time assistant to work in the field and the lab on local Massachusetts coastal wetland projects to assess components of ecosystem responses, such as hydrology, plants, animals, and biogeochemistry. Nature-Based Approaches Field Trip: Boston Harbor Tour - June 5, the first of four free field trips highlighting various nature-based approaches that can be used to protect coastlines from storm surge and sea level rise. This tour of Boston Harbor is sponsored by the Stone Living Lab at UMass Boston and Woods Hole Group, with funding from CZM’s Coastal Resilience Grant Program. Local officials in coastal communities or those working to advance natural protection along the shoreline are strongly encouraged to attend. Visitor Greeters Needed - The Waquoit Bay National Estuarine Research Reserve in East Falmouth is seeking volunteers to work as Visitor Greeters at the Reserve’s Visitor Center this summer. Pond Monitoring Program Volunteers - APCC is seeking volunteers to help staff with its Pond Monitoring Program to collect samples to measure water quality. Ponds are monitored seven times per year and the minimum commitment is one full morning of sampling on Monday-Thursday from 7:30 a.m. to 12:30 p.m. If interested, please complete the Pond Monitoring Volunteer form.

Ecological Landscape Alliance Photo Contest - The Ecological Landscape Alliance (ELA) is seeking photographs of plants, critters, landscapes, pollinators, and people working with or on the land for the 2023 ELA Photo Contest. Entrants will be eligible to win a conference registration, one-year ELA membership, or complimentary attendance to webinars and learning opportunities. Winning images will be featured in ELA’s Into the Weeds quarterly publication, the ELA website, and ELA social media. For complete details, see the ELA website.
