Highlights
New Federal Consistency Review Approach for Army Corps Nationwide Permits - The U.S. Army Corps of Engineers (USACE) is implementing Nationwide General Permits (NWPs) for Section 10 and Section 404 authorizations in Massachusetts, replacing the Massachusetts General Permits currently in place. Section 10 covers structures or work in or affecting navigable waters of the United States and Section 404 covers discharges of dredged or fill material into the waters of the United States. The new NWPs are expected to go into effect on March 15. As part of CZM’s federal consistency review, projects within the Massachusetts coastal zone or projects that will have reasonably foreseeable impacts on coastal zone resources or uses that require Section 10 and/or Section 404 authorizations are reviewed for consistency with CZM’s enforceable policies. Like other federal actions likely to impact the Massachusetts coastal zone, CZM performed federal consistency review on the USACE NWPs proposal and provided a conditional concurrence on the NWPs. This CZM decision (PDF, 219 KB) outlines the project thresholds that, if exceeded, require CZM to be notified of the project, the notification process applicants should follow, and the necessary data and information that should be included in the notification. Prospective applicants should consult this information to determine if CZM notification is required as part of their Section 10 and/or Section 404 authorization under the NWPs.

REMINDER: Apply by March 20 for Coastal Resilience Grants - CZM is seeking proposals for the Coastal Resilience Grant Program through the new Environment & Climate One Stop (ECO One Stop) application to fund innovative and transferable local and regional projects that address coastal flooding, erosion, and sea level rise impacts. Applications for this grant round must be submitted through the ECO One Stop application by March 20.
For Fiscal Year (FY) 2027, CZM will provide funding and technical assistance to Massachusetts coastal cities and towns, Tribal Governments, and certified 501(c)(3) nonprofit organizations to advance local and regional (multi-community) coastal resilience efforts. Eligible project types include evaluating vulnerabilities and risks, public outreach, retrofitting and relocating vulnerable public facilities and infrastructure, shoreline restoration, and proactive planning projects. Applicants may request up to $2 million in funding per project. Projects must be completed by June 30, 2027—or by June 30, 2028 (FY 2028) for projects selected for an extended contract, depending on the proposal and Executive Office of Energy and Environmental Affairs (EEA) funding decisions.

REMINDER: Apply by March 20 for Coastal Habitat and Water Quality Grants - CZM is currently seeking proposals for the Coastal Habitat and Water Quality (CHWQ) Grants through the new ECO One Stop application to fund projects that assess and treat stormwater pollution and advance habitat restoration. Applications for this grant round must be submitted through the ECO One Stop application by March 20.
Municipalities within the Massachusetts coastal watershed are eligible to apply, along with federally recognized Tribes, certified 501(c)(3) nonprofit organizations, regional planning agencies, and stormwater collaboratives in partnership with eligible municipalities. Projects eligible for CHWQ funding should advance one or more of the following project categories:
- Assessment, identification, and characterization of stormwater nonpoint source pollution (NPS).
- Design, permitting, implementation, and/or retrofits of structural stormwater best management practices (BMPs).
- Capacity-building activities to support implementation of green stormwater infrastructure.
- Comprehensive habitat restoration planning.
- Advancement of priority land acquisition planning activities.
- Data collection and engineering to support future implementation of crossing infrastructure improvements or retrofits for habitat restoration.

EEA Releases 2025 Climate Report Card - EEA has released the 2025 Massachusetts Climate Report Card, which assesses the Commonwealth’s progress in achieving climate goals and mandates over the last year. Despite challenges including loss of a federal partner and global economic forces, Massachusetts has made significant progress. Examples include installing heat pumps in over 100,000 homes and conserving 28 percent of state lands. The report includes sections on: Clean Transportation, Clean Buildings, Clean Power, Natural & Working Lands, Climate Adaptation and Resilience, and Environmental Justice.
Grants/Funding/Proposal Opportunities
New ECO One Stop Application - EEA is currently seeking proposals through the new ECO One Stop application. The ECO One Stop provides eligible applicants with a simplified, single point of entry for various climate and environmental resilience grants offered through multiple EEA departments, divisions, and offices. This integrated process allows applicants to be considered for multiple grant programs using a centralized, common application. The process further enables EEA to match as many projects as possible with the most suitable funding sources.

Living Shoreline Planning Series - The Northeast Regional Ocean Council (NROC) and The Nature Conservancy are seeking applications from New England coastal communities, Tribes, and nonprofit organizations for free training and technical assistance to identify and develop living shoreline conceptual designs. Up to 10 applicants will be selected for the Living Shoreline Training Series, which will include five training sessions and a site visit. NOAA HabitatNews - The January 2026 issue of HabitatNews, a newsletter of the National Oceanic and Atmospheric Administration’s (NOAA) Fisheries Office of Habitat Conservation, includes items on restoration of salmon rivers in Washington, breeding sea stars to improve kelp forest health in California, reconnecting habitat in North Carolina to help migratory fish, and other marine fisheries habitat news.
The Sandbar - The January 2026 issue of The Sandbar, a quarterly publication from the National Sea Grant College Program on U.S. ocean and coastal legal issues, includes articles on lobster regulation in Maine, status of offshore wind energy projects, Presidential Executive Orders from 2025, and other ocean- and coastal-related legal issues.
Urban Harbors Institute E-News - The January 2026 issue of Urban Harbors Institute E-News, the newsletter of the Urban Harbors Institute (UHI) at the University of Massachusetts Boston, includes items on harbor management plans in five coastal communities, a collaborative planning project for managed retreat and relocation funded through CZM’s Coastal Resilience Grants, an eelgrass management plan for Nantucket waters, and other news and updates from UHI.
USGS Sound Waves - The December 2025-January 2026 issue of Sound Waves, a U.S. Geological Survey (USGS) newsletter, includes items on USGS’s Coastal Change Likelihood Assessment to estimate the likelihood of coastal landscape change from Maine to Virginia, comparisons of shoreline measurements from satellite data versus traditional methods, and other coastal and marine research news.
Decisions
Edgartown Municipal Harbor Plan Decision - On February 26, the Secretary of EEA issued the Decision on the Town of Edgartown’s Request for Approval of the Edgartown Harbor Plan Pursuant To 301 CMR 23.00 (PDF, 559 KB). The planning area for the Municipal Harbor Plan (MHP) encompasses approximately 2,046 acres, including inner and outer Edgartown Harbor, Katama Bay, Eel Pond, and Cape Pogue Bay, as well as the Island of Chappaquiddick on the eastern side of the harbor. The MHP incorporates climate resilience strategies to protect harbor infrastructure and natural resources and addresses conflicts between recreational use and resource preservation. The MHP also emphasizes the importance of protecting and enhancing public access to the waterfront and expanding public amenities. Girls Science and Nature Camp Staff - The Penikese Island School in Woods Hole is seeking five staff members for the summer 2026 camp season, which runs from July 7-August 8. This outdoor education camp focuses on providing middle-school girls role models of women in STEM (science, technology, engineering, and mathematics). Gulf of Maine Council Award Nominations - The Gulf of Maine Council on the Marine Environment is seeking nominations for the following 2026 Annual Recognition Awards: Visionary Awards recognizing innovation, creativity, and commitment in marine protection; Longard Award for outstanding volunteer work; Susan Snow-Cotter Award for coastal management professionals exemplifying outstanding leadership or mentoring; Industry Award for a business showing leadership in ecosystem well-being; and Sustainable Communities Award for a community or a community group embodying sustainable environment and economy. Nominations are due by March 13.

2026 Environmental Business Council Scholarship - EBC is seeking applications for the Environmental Business Council Scholarship with $2,500 available for the 2026-27 academic year. Students currently enrolled in an accredited 2- or 4-year program in New England with a major related to the environmental or energy fields are eligible. For details, see the EBC website. Ocean STEAM Powered Women Fellowship - Woods Hole Oceanographic Institution (WHOI) Sea Grant with Sea Education Association (SEA) are seeking applicants for the Ocean STEAM Powered Women Fellowship (O-STEAM), a week-long, free, residential fellowship in Woods Hole for young women from Massachusetts that are sophomores or juniors in high school. Selected fellows will spend one of two weeks (August 2-8 or August 9-15) on the SEA campus working with the WHOI Sea Grant Education Specialist, WHOI Researchers, and Program Assistants for a deep dive into ocean research, while also meeting female Science, Technology, Engineering, Arts, and Mathematics (STEAM) professionals. The goal is to expose participants to a wide range of marine careers, get them involved with research, and build a network. Waquoit Bay Summer Science School - In July and August, the Waquoit Bay Reserve Foundation hosts the Waquoit Bay Summer Science School, offering week-long, full- and half-day educational sessions that introduce students entering grades 2-12 to coastal ecology. Coastal Ocean Science Academy - The Northeastern University Marine Science Center in Nahant is accepting applications for the Coastal Ocean Science Academy, a one-week summer experience for middle school students from July 20-24 and for high school students from August 3-7. Participants gain firsthand experience with local coastal and marine habitats and engage in hands-on research activities.
KidSummer Nature and Science Programs - Each summer, the Cape Cod Museum of Natural History offers KidSummer day programs for children and teens aged 4-15. The programs use a STEAM-based curriculum with a variety of indoor and outdoor activities. Registration is now open for weekly sessions from June 29-August 14.
