The Division of Food Protection (DFP) will move five licenses to the Bureau of Climate and Environmental Health’s (BCEH) new online licensing system in March and April. The online licensing system improves user’s application experience and reduces processing times.
The licenses transitioning on March 21, 2025, at 12:00 PM include:
- Water Bottlers (Out of State)
- Water Bottlers (In State)
The licenses transitioning on April 11, 2025, at 12:00 pm include:
- Bedding and Related Products License
- Stuffed Toys License
- Mattress Sterilization License
First-time applicants can easily apply for a new license. First, they should log in to create a new account in the eLicensing system. Then, they can click Apply for a New License from the home page and select the desired license type. No PIN codes are needed.
Users need PIN codes for first-time renewals
License holders set to renew in 2025 will get letters and emails from DFP. These messages will explain the next steps. Renewal notices from DFP will have a unique pin code. Licensees will use this code during account setup. It links their existing license to their new eLicensing account. Returning license holders should keep the notifications with PIN codes until they log in for the first time.

After March 21 and April 11, affected license holders may apply for or renew a license on the Environmental Health eLicensing Portal. If you’re new to this portal, check the BCEH eLicensing System User Guide for help getting started.
The licenses that are not yet transferred to the eLicensing system for the Division of Food Protection) will continue to submit paper applications and receive mailed permits. This will stay in place until we announce updates. All license holders and future applicants should get ready. The Division of Food Protection (DFP) will switch to an e-licensing system for all licenses by the end of 2025.
