Highlights
Upcoming Coastal Habitat and Water Quality Grants - Pre-Application Support Available from CZM - CZM’s Coastal Habitat and Water Quality (CHWQ) Grants provide funding for projects that assess and treat stormwater pollution and support comprehensive habitat restoration planning. CZM anticipates the release of the Fiscal Year (FY) 2026 Request for Responses (RFR) this spring. Municipalities within the Massachusetts coastal watershed are eligible to apply, along with Federally Recognized Tribes, certified 501(c)(3) nonprofit organizations, regional planning agencies, and stormwater collaboratives in partnership with eligible municipalities. Eligible project activities include:
- Efforts to assess, identify, and characterize nonpoint source (NPS) pollution impacts from stormwater runoff to coastal waterbodies.
- Design and construction of stormwater structural Best Management Practices (BMPs) (priority is given to practices that address contaminants of concern in coastal waterbodies).
- Capacity-building activities—including trainings for municipal staff, bylaw development, and case studies—that support future implementation of green stormwater infrastructure (methods that replicate natural processes to trap and filter stormwater prior to reaching local waterbodies).
- Development of habitat restoration plans, including data collection and synthesis, natural resource assessments, and restoration prioritization work.
- Advancement of priority land acquisition planning activities for the purposes of restoration, buffer protection, and/or future marsh migration.
- Pre-implementation data collection and engineering for infrastructure-focused habitat restoration activities.

March 18 Information Session - From 1:00-2:00 p.m. on March 18, CZM will host an informational webinar, which will cover program goals and priorities, eligible project categories, timeline, application guidance, and example projects and provide an opportunity to ask questions and discuss project ideas. Potential applicants are strongly encouraged to attend. To register and receive a link to the Zoom meeting, please complete this online registration form. Coastal Resilience Grants Pre-RFR Webinar - CZM hosted an informational webinar on the Coastal Resilience Grant Program on February 27, which covered the goals and requirements for the grants, eligibility and evaluation criteria, and successful projects from previous grant rounds. CZM to Hold Two ResilientCoasts Virtual Public Meetings and Additional Office Hours - The goal of the ResilientCoasts initiative is to develop a comprehensive, state-wide strategy for coastal resilience in the Commonwealth. In collaboration with the state’s coastal communities and other stakeholders, ResilientCoasts will pursue a multipronged approach to identify regulatory, policy, and funding mechanisms to develop focused long-term solutions. On March 3 and 4, CZM will host two ResilientCoasts virtual public meetings to provide an update on the ResilientCoasts Plan, present Near-term Adaptation Areas, and solicit input on coastwide strategies. Interpretation will be provided in the following languages: Spanish, Portuguese, Mandarin, Cantonese, Haitian Creole, Cape Verdean Creole, and Vietnamese. See the links below to register:

Office of Climate Science Announces Availability of Office Hours - The EEA Office of Climate Science is a team of three scientists who are available to provide one-on-one technical assistance on a variety of climate topics, including Massachusetts climate projections and data resources for sea level rise, increasing precipitation and temperatures, and other items featured in the Massachusetts Climate Change Assessment. To schedule a 30-minute session, sign up on the Office Hours page or email the team at climatescience@mass.gov.
EEA Releases 2024 Climate Report Card - The Executive Office of Energy and Environmental Affairs (EEA) has released the 2024 Massachusetts Climate Report Card, which assesses the Commonwealth’s progress in achieving climate goals and mandates over the last year and identifies interventions needed to achieve net zero greenhouse gas emissions and build resilience to climate impacts. Massachusetts has advanced some of the strongest climate policies across the nation and made significant progress in 2024, including securing unprecedented federal funds, implementing clean energy infrastructure siting and permitting reforms, significantly increasing the pace of heat pump installations and building weatherization, and expanding state and local investments in climate resilience. The report includes sections on: Initiatives and Policy Levers, Environmental Justice, Transportation Decarbonization, Buildings Decarbonization, Power Decarbonization, Natural & Working Lands, and Climate Adaptation and Resilience.
Grants/Funding/Proposal Opportunities
Coastal Resilience Grants - Later this spring, CZM anticipates the release of the FY 2026 RFR for the Coastal Resilience Grants, which provide funding and technical assistance to coastal communities, eligible nonprofit organizations, and tribes to reduce risks associated with coastal storms, flooding, erosion, and sea level rise through innovative and transferable local and regional projects. Coastal Habitat and Water Quality Grants - CZM also anticipates a spring release of the FY 2026 RFR for the Coastal Habitat and Water Quality Grants, which fund projects that assess and treat stormwater impacts and support comprehensive habitat restoration planning activities. CZM will host an informational webinar for this grant program on Wednesday, March 18, from 1:00-2:00 p.m. See Upcoming Coastal Habitat and Water Quality Grants - Pre-Application Support Available from CZM at the beginning of this CZ-Mail for additional details.
Municipal Vulnerability Preparedness Program Action Grants - EEA is seeking one- or two-year project proposals for the FY 2026 Municipal Vulnerability Preparedness (MVP) Action Grants, which provide eligible communities funding to implement priority adaptation actions. Projects are required to use best available climate data and projections. Projects that propose nature-based solutions, advance equity, and have robust community engagement plans are preferred. Also, 30 percent of this round’s funding has been set aside for rural and small towns. Applicants can request up to $3 million in funding (regional proposals may request up to $5 million), and a 10 percent match of the total project cost is required. Questions on the FY 2026 RFR must be submitted to the appropriate Regional Coordinator by March 10 at 4:00 p.m. Answers will be posted on COMMBUYS by March 17. Proposals are due through this online form by 2:00 p.m. on April 4 for projects that must be completed by June 30, 2026, or June 30, 2027.
Environmental Justice Capacity Building Grant - EEA’s Office of Environmental Justice and Equity is seeking applications for Environmental Justice Capacity Building Grants to support organizations that work directly with communities most affected by environmental injustice and the disproportionate impacts of climate change. Eligible grantees include nonprofit organizations, tribal governments, federally and state-recognized tribes, and other community organizations working with environmental justice communities. Partnerships between eligible grantees, community-based organizations, and private organizations are also eligible. Grants up to $75,000 will be awarded to build organizational capacity. Coastal Resilience Program Competition - The National Sea Grant Law Center is accepting applications for the 2025 Coastal Resilience Program Competition to conduct research on the effectiveness of laws and policies related to a wide range of coastal resilience issues—including sea level rise, flooding, amplified storm surge, increased frequency and intensity of storms, and land use—and whether those policies are achieving desired policy changes. Eligible applicants include Sea Grant programs, institutions of higher education, government agencies, and nonprofit organizations. The Law Center anticipates selecting up to two projects and recommends proposals cover a two-year project period with a funding level of $150,000 per project. Letters of Intent are due by March 5, and full proposals are due by May 7, with an anticipated award start date of February 1, 2026. For details, see the Funding Opportunities page.
Program Development Funding - The National Sea Grant Law Center is accepting proposals for small-scale research projects to address timely or pressing legal questions related to ocean, coastal, or Great Lakes law. This funding is intended to support emerging research needs or innovative pilot research projects that may lead to larger, full-scale research projects and to help a Sea Grant program build legal capacity. Eligible applicants include Sea Grant programs, along with institutions of higher education and legal research organizations that have documented partnerships with Sea Grant programs. Program Development fund awards are capped at $10,000 per project for a one-year project period. Letters of Intent will be accepted on a rolling basis through August 1, 2026, and full proposals will be accepted on a rolling basis through October 1, 2026, for projects ending no later than January 31, 2028. Cigarette Litter Prevention Grants - Keep America Beautiful (KAB) is seeking applications for the 2025 Cigarette Litter Prevention & Recycling Program Grants (PDF, 342 KB). The 2025 grants will fund efforts of first-time applicants; projects that scale existing efforts for greater impact; maintenance and updates of past efforts; and replacement of old, damaged, or stolen infrastructure. The grants are available to KAB affiliates, nonprofits, local governments, and other community organizations. Applications are due by March 22.
Online Tools and Resources
Climate Resilience Design Standards Tool Update - ResilientMass has released an update to the Climate Resilience Design Standards Tool to provide additional support for climate resilience planning across Massachusetts. This web-based tool uses up-to-date climate projections to screen climate hazard exposures, provides preliminary climate change risk levels, and presents recommendations to increase the resilience of project siting and designs. The new version now provides users with numeric outputs for temperature design criteria, along with additional visualizations of flood elevations for coastal design criteria from the Massachusetts Coast Flood Risk Model (MC-FRM) to better support early planning and design of projects with physical assets. Coastal Wetlands Report - The U.S. Department of the Interior, Fish and Wildlife Service, and National Oceanic and Atmospheric Administration, Marine Fisheries Service, have released Status and Trends of Wetlands in the Coastal Watersheds of the Conterminous United States 2009 to 2019 (PDF, 5 MB). This report, the third in a series spanning more than 20 years, covers the change in type and abundance of wetlands in coastal watersheds across the major coastal regions of the contiguous United States.
Clean Water Resource Guide - The U.S. Environmental Protection Agency (EPA) has released Clean Water & Drinking Water State Revolving Funds: Resource Guide for Wetland Applications (PDF, 676 KB), which was developed to increase awareness of how the Clean Water State Revolving Fund and the Drinking Water State Revolving Fund can be used to fund wetland projects and includes case studies and best practices to aid potential applicants.
Nature-Based Solutions Report - The Institute for Defense Analyses has released Nature-Based Solutions: Evidence for Hazard Risk Reduction and Ecosystem Services. The report evaluates the effectiveness of 23 nature-based solutions in addressing hazards and providing ecosystem services.

DCR Positions - The Massachusetts Department of Conservation and Recreation (DCR) is seeking applications for three positions. The Deputy Chief of Strategic Operations will serve on the leadership team for the Division of Design and Engineering and will be responsible for the day-to-day operation of the Division. The Counsel II will serve as Assistant General Counsel to the DCR General Counsel and will provide legal services on a wide range of issues for DCR and staff. The Paralegal Specialist will provide legal assistance to state attorneys and other staff within the Office of General Counsel.
Impact Director - The Charles River Conservancy is seeking an Impact Director to serve a key role in the Conservancy’s programmatic growth through strategic planning, cross-organizational collaboration, and culture building. Girls Science and Nature Camp Staff - The Penikese Island School in Woods Hole is seeking five staff members for the summer 2025 camp season, which runs from July 7-August 8. This outdoor education camp focuses on providing middle-school girls role models of women in STEM (science, technology, engineering, and mathematics). The school is hiring two Island Stewards to oversee island operations and three Camp Counselors to serve as role models, assist with visiting scientists and artists, and conduct science, art, and recreational activities. Brewster Conservation Trust Summer Interns - The Brewster Conservation Trust is seeking applications for two summer internships. The Land Stewardship Summer Intern (PDF, 215 KB) will assist with stewardship of trust lands through trail maintenance, plant and wildlife habitat restoration, invasive plant species management, and outreach activities and events. The Stewardship and Outreach Summer Intern (PDF, 196 KB) will assist with planning, organizing, and implementing outreach programs and Trust events, including the organization and implementation of Brewster Conservation Day and activities for Brewster Conservation Week. Mashpee Wampanoag Tribe Education Department Internships - The Mashpee Wampanoag Tribe’s internships page includes many available options with an environmental and cultural focus, such as student internships in the Tribe Education Department, Tribal Youth Science and Communication opportunities at Cape Cod National Seashore, and Native American Conservationist Fellowships through the Native Land Conservancy and Mass Audubon in Mashpee.
Seasonal Water Steward Internships - The Barnstable Clean Water Coalition is seeking Seasonal Water Steward Interns to work on multiple projects related to local water quality issues and nature-based solutions to nutrient pollution. Interns will collect water samples, identify marine invasive species, conduct wildlife and plant surveys, and develop outreach materials. Cape Cod and Islands Community Wastewater Survey - A graduate student at Bridgewater State University is seeking public input on wastewater pollution in the Cape Cod Region and its impact on local water quality. To participate, please complete the Wastewater Survey. All survey participants will be entered into a drawing to win one of two gift baskets.
Fix a Leak Week - From March 17-23, the EPA WaterSense Program’s annual Fix a Leak Week campaign will highlight the importance of finding and repairing water leaks, which waste nearly one trillion gallons of water in the United States each year. Check out EPA’s Fix a Leak Week website to get helpful tips for identifying and repairing leaks inside and outside your home. Herring Counters on Cape Cod - Training sessions are being offered for volunteers interested in monitoring the spring river herrings runs on Cape Cod. See the APCC Herring Monitor Hub for trainings across the Cape and additional river herring information. New trainings will be added as available.
Herring Counters on the South Shore - The North and South Rivers Watershed Association (NSRWA) is seeking volunteers to count river herring several times per week at one of five sites from late March through early June. For more information and to sign up, see the NSRWA website.
Joshua A. Nickerson Conservation Fellowship - The Cape Cod National Seashore Advisory Commission, in partnership with the Atlantic Research & Learning Center and Friends of the Cape Cod National Seashore, is soliciting proposals to support scientific research on the natural and cultural resources of the Cape Cod National Seashore. Proposals will be accepted for research in natural and social sciences, including terrestrial and aquatic ecosystems, biotic and abiotic ecosystems, cultural and natural resource management, and the political and social implications of resource protection. Youth Preparedness Council - The Federal Emergency Management Agency (FEMA) is seeking applicants for its Youth Preparedness Council, which allows young leaders in grades 8-11 to serve on a national council and meet peers from across the country to work together on disaster preparedness projects. Council members are selected based on their desire for public service, community service efforts, and potential to be national advocates for youth preparedness. Student Writing Competition on Marine Carbon Dioxide Removal Law and Policy - The Sabin Center for Climate Change Law at Columbia Law School, in coordination with New York Sea Grant, is seeking entries to a writing competition for law students on legal and policy issues associated with marine carbon dioxide removal. The winning article will be published in a special issue of the Sea Grant Law & Policy Journal, an online publication of the National Sea Grant Law Center. The winning author will also be invited to attend a September symposium in New York City on this topic to present their work. The top two entries will each receive a cash prize of $500. Waquoit Bay Summer Science School - In July and August, the Waquoit Bay Reserve Foundation hosts the Waquoit Bay Summer Science School, offering week-long, full- and half-day educational sessions that introduce students entering grades 2-12 to coastal ecology. Coastal Ocean Science Academy - The Northeastern University Marine Science Center in Nahant is accepting applications for the Coastal Ocean Science Academy, a one-week summer experience for middle school students from July 14-18 and for high school students from July 28-August 1. Participants gain firsthand experience with diverse New England coastal habitats and marine resources and engage in hands-on research activities.
KidSummer Nature and Science Programs - Each summer, the Cape Cod Museum of Natural History offers KidSummer day programs for children and teens aged 3-15. The programs use a STEAM-based (science, technology, engineering, arts, and mathematics) curriculum with a variety of indoor and outdoor activities. Registration is now open for weekly sessions from June 30-August 15.
