EVV for Agency-based Providers

Learn about MassHealth’s Electronic Visit Verification (EVV) requirements.

Provider organizations delivering in-home personal care, homemaking, and companion services to individuals supported by MassHealth programs must comply with EVV requirements.

Providers may fulfill EVV requirements by either:

  • Purchasing their own EVV system and submitting data on at least a monthly basis to EOHHS’ data aggregator

OR

  • Using the state-sponsored EVV system provided by Sandata Technologies (available in the fall of 2024)

Sandata Technologies has been chosen as the state’s Electronic Visit Verification (EVV) vendor for agency-based services as well as the EVV data aggregator (the database that maintains consolidated EVV information).

Sandata has worked on  EVV projects in more than 20 states across the country.

MassHealth is  currently working with Sandata on system and related requirements for a targeted introduction of the agency-based EVV system in the fall of 2024.

EVV Requirements

The agency-based EVV system provided by Sandata will be required for certain MassHealth-covered services as well as services in other programs, including certain personal care and home health services. Stakeholders who are affected by the new Sandata system will receive communications and guidance regarding which services must be entered into the EVV system, as well as related timelines.

The system will include a mobile application that collects EVV data in the least burdensome way while meeting federal requirements that say the EVV system must record data for the following:

  • Members who receive services
  • Provider employees who provide services
  • Specific services being provided
  • Locations of service delivery
  • Dates of service delivery
  • Beginning and end times of service delivery

Sandata’s EVV system will also feature a portal where EVV visits can be viewed, monitored, and edited by provider administrative staff. Scheduling functionality will be available, if desired, but the system will not include billing or payroll functionality.

Providers can either use their own EVV system and send their EVV-related data to the EVV data aggregator, or they can use the open agency-based EVV system that the state provides through Sandata.

All visits (either captured in the agency-based EVV system or through a provider’s approved alternative system), will be sent to the EVV data aggregator. The health plans will have access to the EVV data aggregator. Here, health plans can view EVV information regarding service visits for which those plans are the payer.
