DPU 26-90: DPU Rulemaking to amend the Transportation Network Companies regulations

How to Comment

The DPU is accepting all public comments on the proposed regulations through July 2, 2026. Interested stakeholders are welcome to provide input related to the DPU’s questions listed on pages 31-32 of the opening order.   All comments should be submitted to the Department in PDF format to dpu.efiling@mass.gov and Zachary.caunter@mass.gov.

 The text of the e-mail must specify:  

  • The docket number of the proceeding (D.P.U. 26-90);  
  • The name of the person or entity submitting the filing; and  
  • That the document is a written comment.  

The electronic filing should also include the name, title, and telephone number of a person to contact in the event of questions about the filing. All documents submitted will be posted to the DPU's File Room.   

The DPU strongly encourages comments and documents to be submitted via email. However, if you are unable to send written comments in email form, you can send a paper copy to Peter Ray, Secretary, Department of Public Utilities, One South Station, Boston, MA 02110. 

Summary

The DPU’s TNC Division is proposing to update its current regulations related to the oversight of the Transportation Network Companies (TNCs) and TNC drivers to enhance public safety. The DPU has opened an investigation to institute a rulemaking that would amend the existing regulations 220 CMR 274.  

This investigation is docketed as #26-90. 

Proposed regulations would update the Suitability Standard for TNC Drivers that are used to evaluate current and prospective rideshare drivers, the permitting process for TNCs looking to do business in Massachusetts, and the TNC Division’s own practices and procedures. The proposed regulations would also implement and establish a new program to reduce the amount of greenhouse gas (GHG) emissions from rideshare vehicles and require the TNCs to establish plans and financial support programs to assist drivers in the transition to electric vehicle use.  

The state currently offers incentives to reduce the financial burden for drivers making the transition to electric vehicles. The Massachusetts Clean Energy Center’s Ride Clean Mass program. provides rebates to drivers that significantly reduces upfront costs for rideshare drivers when they purchase or rent electric vehicles.
