205 CMR 222.00 governs the Commission's oversight of construction of retail Category 2 operations and the monitoring of construction-related promises made by operators during the licensing phase. It also sets out how the Commission assesses whether Category 2 operators have made the full $7.5M investment required by M.G.L. c. 23N, § 3.
