Highlights

Upcoming Grant Opportunities from CZM - CZM anticipates the release of Requests for Responses (RFR) for two CZM grant programs this spring. Prior to the release of the RFRs, CZM will host information sessions to discuss goals and requirements, answer questions, and provide feedback on potential project ideas for these grants:

  • Coastal Pollutant Remediation (CPR) Grants - The CPR Grant Program provides funds to municipalities within the Massachusetts Coastal Watershed to identify and improve water quality impaired by nonpoint source (NPS) pollution. Funding can be used for water quality assessment, design and construction of structural Best Management Practices (BMPs), and commercial boat-waste pumpout facilities. In addition, funding is available to support capacity-building activities and planning for stormwater infrastructure, such as the development of bylaws and ordinances and training for municipal staff on operation and maintenance.
  • Coastal Resilience Grants - The Coastal Resilience Grant Program provides funding and technical assistance to reduce risks associated with coastal storms, flooding, erosion, and sea level rise through innovative and transferable local projects. Coastal communities are eligible to apply for funding to assess vulnerabilities and risks, and redesign and retrofit vulnerable, municipally owned facilities and infrastructure. Additionally, both coastal communities and eligible nonprofit organizations may seek funding for public education and communication efforts to conduct proactive planning to address sea level rise impacts and implement non-structural (or green infrastructure) approaches that enhance natural shoreline resilience and provide coastal storm damage protection.

Massachusetts Ocean Acidification Commission Report Released - On February 9, the Massachusetts Ocean Acidification Commission released its Report on the Ocean Acidification Crisis in Massachusetts (PDF, 22 MB), which provides information on the rising acidity in the Commonwealth’s coastal and ocean waters primarily caused by increasing atmospheric carbon dioxide (CO2) levels and the discharge of pollutants into marine waters. This report also includes details on the impacts of acidification on shellfish and other marine species, which can have a significant impact on the state’s marine economy. Lastly, the report presents a set of policy recommendations and a timeline for the state legislature to address ocean and coastal acidification in Massachusetts. The report was written by 18 commission members that included legislators, commercial fishermen, representatives from environmental groups, scientists, CZM Director Lisa Engler, and representatives from the Massachusetts Division of Marine Fisheries (DMF) and the Massachusetts Department of Environmental Protection (MassDEP). CZM’s role on the commission was instrumental in providing key information on ongoing and planned monitoring efforts in Massachusetts. CZM Director Engler and CZM staff participated in the Monitoring and Barrier Beaches Work Group, supported the efforts of other work groups, and provided guidance with the development of the Commission’s policy recommendations and final report. Massachusetts Bays National Estuary Partnership's South Shore Regional Coordinator Sara Grady also served on the Monitoring and Literature Review Work Groups. Storm Team Activated for February Nor’easter - During the nor’easter on February 1-2, CZM, along with several other state agencies, staffed the State Emergency Operations Center in Framingham. The Coastal Storm Damage Assessment Team (Storm Team) was also activated by CZM, which provided timely information on coastal impacts from the storm to the Operations Center. Specifically, impacts were recorded in 13 coastal communities across the upper North Shore, South Shore, Cape Cod, Martha’s Vineyard, and Nantucket. The storm’s three high tides resulted in overwash and widespread minor to moderate coastal flooding of homes, roads, and other coastal infrastructure, and extensive erosion threatened buildings, roads, docks and piers, parking areas, beach access stairs, and sand fencing. The flooding and erosion damaged decks on houses in Salisbury, Sandwich, and Nantucket, substantially damaged foundations of three homes in Sandwich, and exposed portions of septic systems in Sandwich and Nantucket. A total of 156 reports from the Storm Team were submitted using CZM’s StormReporter tool.

CZM and MassDEP to Present Workshop at MACC Annual Conference - On April 13, CZM and MassDEP will present a workshop as part of the Massachusetts Association of Conservation Commissions (MACC) Annual Conference, which will be held online from April 6-17. The workshop, Applying the Massachusetts Coastal Wetlands Regulations: Highlights and Tips to Protect the Storm Damage Prevention and Flood Control Functions of Resource Areas, will provide an overview of this CZM/MassDEP guidance document, offer tips on using it as a quick reference guide, and discuss some specific technical issues covered in the document.

CZM Offices Remain Closed - Due to COVID-19, all CZM offices remain closed for in-person services. During this time, CZM staff are working remotely and available to assist with coastal management issues. See Contact CZM for details.

Grants/Funding/Proposal Opportunities

Dam and Seawall Repair or Removal Grants - The Executive Office of Energy and Environmental Affairs (EEA) is seeking applications for Dam and Seawall Repair or Removal Program construction grants to repair or remove dams, levees, seawalls, and other forms of inland and coastal flood control. To view the RFR, see the COMMBUYS website. Proposals must be submitted through the online application by March 12.

Culvert Replacement Municipal Assistance Grants - The Massachusetts Division of Ecological Restoration (DER) is seeking proposals from Massachusetts municipalities for the Culvert Replacement Municipal Assistance Grant Program to replace undersized, perched, and/or degraded culverts in areas with high ecological value with new structures that meet environmental design and structural standards along with climate resiliency criteria. Only projects that will meet the goals of the Massachusetts Stream Crossing Standards are eligible (see DER’s River Restoration: Culvert Replacements page for information on the standards). Total funding of $750,000 to $1.5 million is anticipated for the upcoming grant round. Proposals must be submitted through the online submission portal by March 18.

Massachusetts Dredging Program Grants - The Executive Office of Housing and Economic Development (HED) is seeking proposals for the 2021 grant round of the Massachusetts Dredging Program. This program provides construction-phase funding, on a competitive basis, for saltwater dredging with a focus on “shovel-ready projects that contribute to the economic significance, recreational value, public safety, and/or coastal resilience of Massachusetts’ coastal harbors.” Potential applicants are encouraged to join an online Information Session on March 2 (PDF 1 MB). 319 Nonpoint Source Competitive Grants Pre-RFR Meeting - On March 23 at 10 a.m., MassDEP will hold a virtual informational meeting to answer questions and discuss the upcoming RFR for the next round of the §319 Nonpoint Source Competitive Grants. Potential applicants are strongly encouraged to attend this online pre-RFR session. For meeting details, check the MassDEP website on or after March 9.

Water Quality Management Planning Grants - MassDEP is seeking proposals for the 2021 §604(b) Water Quality Management Planning Grants to fund assessment and planning projects to address nonpoint source pollution. For more information, see the §604b RFR. Project proposals are due by April 14.

Aquatic Animal Conservation Grants - The Massachusetts Environmental Trust is seeking proposals for the Aquatic Animal Conservation Grants Program to provide reimbursement funding for projects that proactively support aquatic animal species and ecosystems, with emphasis on endangered marine animals including North Atlantic right whales, sea turtles and seabirds, and coldwater fish species. For more information, to view the RFR, and download required forms, see the COMMBUYS website. A question-and-answer period closes April 9 and full proposals are due on May 21. Funded projects will begin in January 2022.

American Lobster Research Funding - The National Sea Grant College Program is seeking proposals for the 2021 National Sea Grant American Lobster Research Program to fund research on how the American lobster fishery in the Gulf of Maine, Georges Bank, and southern New England is impacted by environmental changes. For details, including a link to the RFR, see the Grants.gov website. Proposals are due by April 20.

Fishing for Energy Grants - The National Fish and Wildlife Foundation, in partnership the National Oceanic and Atmospheric Administration’s (NOAA) Marine Debris Program, Covanta Energy, and Schnitzer Steel, is seeking proposals for Fishing for Energy Grants to help facilitate the collection and proper disposal of derelict and retired commercial fishing gear. Grantees will coordinate placement of collection bin and program management at ports across the United States, as well as conduct outreach to encourage use of collection bins. Up to $500,000 is available for the 2021 grant round. Potential applicants are encouraged to participate in an Applicant Webinar on March 2. Full proposals are due by March 30.

  • Massachusetts Seaport Economic Council Grants - HED is also seeking proposals for the 2021 Seaport Economic Council Grant Program, which offers five categories of flexible funding for communities to implement projects that cultivate and stimulate the maritime economy and job growth. The grant program is open to all Massachusetts coastal communities and other qualified public entities. For more information, see the application page. Applications are due by May 1.
  • Small Communities Grants - The EEA Division of Conservation Services (DCS) is seeking applications for the Small Communities Grant Program, which provides funding to municipalities with 6,000 or fewer residents to produce Open Space and Recreation Plans, complete other plans to facilitate land conservation, and/or prepare appraisals as required to apply for the other DCS grant programs. Applications are accepted on a rolling basis. The final deadline is May 7. See the application instructions for details.

Online Tools and Resources

Barnstable County Dredge - The Barnstable County Dredge provides dredging service to Cape Cod towns at below market rates. The dredged material has been used to successfully renourish many of the Cape’s beaches, while at the same time allowing ease of navigation in several harbors and riverways. Check out the dredge website for weekly reports, updates, photos, and videos from dredge activities across the Cape.

NOAA HabitatNews - The February 2021 issue of HabitatNews, a newsletter of the NOAA Fisheries Office of Habitat Restoration, includes articles on the role of coastal habitats in addressing climate change, dam removal efforts on the Bellamy River in New Hampshire, and other marine fisheries habitat news.

Right Whale News - The January 2021 issue of Right Whale News (PDF, 810 KB), a quarterly e-newsletter distributed by the North Atlantic Right Whale Consortium, includes a report on the calving season in the southeast waters of the United States, 2020 observations in the Bay of Fundy, and other right whale news and commentary.

Jobs/Internship Postings

Onset Bay Center Positions - The Buzzards Bay Coalition seeks a full-time, year-round Waterfront Manager; full-time, year-round Events Manager; and seasonal Exploration Leaders and Program Interns for the 2021 season of the Onset Bay Center, the Coalition’s new year-round recreation program facility in Wareham. Summer Environmental Education Internships - The Westport River Watershed Alliance (WRWA) is seeking two summer interns to work under the supervision of the WRWA Education Director, assisting with school and summer programs, field studies, water quality monitoring, and other duties. Marine Education Internships - The Center for Coastal Studies in Provincetown is seeking applicants for summer Marine Education Internships to assist with environmental education programs. Seaside Sustainability Internships - Seaside Sustainability, a Gloucester-based environmental nonprofit, is seeking high school and college students and graduates for part-time internships to work on a diverse array of projects and initiatives. Interns engage in focused, mentored, learning experiences to develop strategies and skills that tackle local and global environmental challenges. Land Research and Stewardship Internship - The Orleans Conservation Trust (OCT) is seeking a summer Land Research and Stewardship Intern to research the historical, cultural, and ecological significance of OCT properties. The intern will also help with property inspections, trail maintenance, and property boundary marking, all for use in OCT educational initiatives. For details, see the internship posting. Chief Scientific Officer - The Gulf of Maine Research Institute in Portland, Maine, is seeking a Chief Scientific Officer to lead a multidisciplinary team of scientists conducting marine research to better understand and steward the Gulf of Maine ecosystem. MEPA Regulatory Review - MEPA is seeking comments and suggestions for its review of MEPA regulations (301 CMR 11.00) and associated policies and guidance. This review coincides with statewide initiatives led by EEA under Governor Baker’s Executive Order 569 to prepare for the impacts of climate change. Massachusetts Shellfish Initiative Strategic Plan - DMF is seeking public comments on the initial draft of the Massachusetts Shellfish Initiative (MSI) Strategic Plan (PDF, 211 KB). The plan presents six categories of recommendations to “balance the growing and competing demands for the Commonwealth’s shellfish resources” and was developed “with the goal of enhancing the economic, environmental, and social benefits of shellfish resources to the Commonwealth of Massachusetts and its residents.” Please email comments with the subject “Public Comment on MSI Strategic Plan” by March 5 to MassShellfishInitiative@gmail.com.

2021 Nickerson Fellowship - The Nickerson Conservation Fellowship Committee is soliciting proposals to support scientific research on the natural and cultural resources of the Cape Cod National Seashore. Proposals will be accepted for research in natural and social sciences, including terrestrial and aquatic ecosystems, biotic and abiotic ecosystems, cultural and natural resource management, and the political and social implications of resource protection. For details, including application information, see the fellowship web page. The application deadline is March 12.

Hydrographic Surveying Scholarship - The Hydrographic Society of America (THSOA) is seeking applications for the THSOA New England Chapter Scholarship. Four $1,000 scholarships are available for full-time college students and high school seniors in New England who demonstrate an interest in pursuing careers in hydrographic surveying or related fields. EarthEcho STEM Challenge - EarthEcho International, a nonprofit working to motivate young people to work toward sustainability, is seeking entries for the OurEcho Challenge, a science, technology, engineering, and math (STEM) competition for middle school students. The competition challenges student teams to analyze biodiversity where they live, identify threats to the local ecosystems, and propose solutions to protect and fix affected natural resources. The 10 teams selected as finalists will virtually present their biodiversity protection and restoration ideas on June 10-11, and the top three teams will be awarded grants of $1,000-$5,000 to fund their projects. Entries are due by April 22.

Barnstable Land Trust Photo Contest - The Barnstable Land Trust (BLT) is seeking photos of “landscapes, wildlife, and people on the land” for the BLT Photo Contest. Photos must be taken in the Town of Barnstable in the last 12 months by the person submitting them. The winner will receive a one-year BLT membership, a BLT hat, and a jar of BLT honey. Winning images will also be shared on social media and the BLT website. Submit entries by June 15.
